Health Sciences North (HSN) is seeking a Corporate Safety Specialist to develop and maintain all aspects of the organization’s Health and Safety Management System (HSMS). Implement plans based on safety audit results in support of safety management best practice. Ensure policies and programs meet legislative requirements through the evaluation of safety procedures, development and revision of policies, delivery of safety education, investigation and trending of staff safety critical events and promotion of hazard identification. Ensure safety requirements are met on assigned projects through the development of safe work processes and procedures.
The ideal candidate will have a minimum of a four (4) year Bachelor’s Degree or equivalent in Occupational Health and Safety, science or engineering-related field, from an accredited university. We are looking for someone with a minimum of three (3) years’ experience in the development, implementation and maintenance of a health and safety management system or related experience preferably in a large organization.

KEY FUNCTION:
Develop and maintain all aspects of the organization’s Health and Safety Management System (HSMS). Implement plans based on safety audit results in support of safety management best practice. Ensure policies and programs meet legislative requirements through the evaluation of safety procedures, development and revision of policies, delivery of safety education, investigation and trending of staff safety critical events and promotion of hazard identification. Ensure safety requirements are met on assigned projects through the development of safe work processes and procedures.
REPORTING:
Under the general direction of the Manager, Occupational Health, Safety and Wellness (OHSW).
DUTIES:
- Develop, implement and maintain corporate health and safety initiatives linking the Occupational Health & Safety Act (OHSA) and related regulations, HSMS and OHSW requirements and accreditation standards.
- Conduct a gap analysis by reviewing the various components of the HSMS, Quality and Patient Safety, Infection Control and Emergency Preparedness, statutory obligations, Ministry of Labour, Immigration, Training and Skills Development (MLITSD) initiatives, best practices and input/assessments from third party experts; make recommendations and implement improvements.
- Develop, implement and evaluate safety policies, programs and educational resources based on the requirements of the organization, legislation and best practice.
- Act as a primary resource to HSN’s Joint Health and Safety Committee (JHSC) or Health and Safety Representatives; assist, research and provide information and responses on behalf of the organization.
- Ensure safety liabilities and issues are identified, reported and managed in accordance with legislation.
- Develop and maintain tools that stakeholders will utilize to ensure the organization fulfills statutory obligations under the OHSA and requirements defined/conveyed by the MLITSD.
- Provide all levels of the organization with guidance related to health and safety matters, legislative requirements, and best practices particular to a health care setting.
- Cooperate and collaborate with all HSN staff in providing advice on safety policies, issues and concerns.
- Prepare reports and analyze organizational statistics related to injury and illness in the workplace.
- Conduct and participate in safety audits and hazard/risk assessments; investigate and analyze risk and make recommendations on the implementation of preventative solutions; assist management in providing written follow-up, gap analysis and recommendations to key stakeholders.
- Provide direction and support to OHSW staff regarding the follow up on incidents, accidents and events ensuring that they are making linkages to the HSMS; make required recommendations to the Manager.
- Ensure follow-up on incidents, accidents and events, including visits/inspections by the MLITSD or other governing bodies.
- Provide support to HSN management in meeting their obligations to Occupational Health and Safety as required.
- Act as a resource and specialist on corporate safety matters and work in collaboration with colleagues to ensure that corporate messaging, follow-up, communication, and education is concise and consistent; make every effort to leverage effort and opportunities (i.e. communicate safety in a clear concise manner, ensuring that messages are adjusted to meet the needs of the organization’s stakeholders and various target audiences).
- Establish positive relationships and work in conjunction with safety and risk management, emergency preparedness and other stakeholder groups throughout HSN.
- Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
- Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
- Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
- Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
- Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
- Represent the department or program on various committees and in meetings as required.
- Perform other duties as required.
QUALIFICATIONS
EDUCATION AND TRAINING:
- Minimum of a four (4) year Bachelor’s Degree or equivalent in Occupational Health and Safety, science or engineering-related field, from an accredited university.
- A professional designation in Occupational Health and Safety (i.e. Canadian Registered Safety Professional (CRSP), Certified Industrial Hygienists (CIH), Canadian Occupational Health Nurse (COHN)) is required.
- Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.
EXPERIENCE:
- Minimum of three (3) years’ experience in the development, implementation and maintenance of a health and safety management system or related experience preferably in a large organization.
KNOWLEDGE/SKILLS/ABILITIES:
- Demonstrated knowledge of the Occupational Health and Safety Act (OHSA), Workplace Safety and Insurance Act (WSIA), Accessibility of Ontarians with Disabilities Act (AODA) and Ontario Human Rights Code (OHRC) and applicable legislation.
- Demonstrated knowledge of hazards and work activities associated with multiple sites and various healthcare operations.
- Demonstrated ability to work independently and as a team managing multiple projects.
- Demonstrated ability to procure, develop and/or present required programs including audits, policy and procedures, training programs, reports and consultations.
- Demonstrated ability to develop appropriate safety documentation in an organized, concise and complete manner.
- Demonstrated ability to facilitate group problem solving and consensus outcomes.
- Demonstrated superior leadership skills.
- Demonstrated excellent presentation skills.
- Demonstrated ability to coach, advise and teach others using the principles of adult learning.
