Health Sciences North (HSN) is seeking an innovative individual for the position of Clinical Bioethicist / Manager Spiritual and Religious Care in the Ethics/Spiritual and Religious Care department. The successful individual will promote ethical behavior and collaborate with HSN leadership to build capacity for integrated, sustainable, and accountable ethical decision-making aligned with HSN’s mission, vision, and value and accreditation standards. They will have the opportunity to lead and direct others in the organization on matters of clinical and organizational ethics related to resource allocation. In addition, they will plan, organize and control the day-to-day operations of the department, while also building the capacity of regional partnering health care organizations through the development of organizational polices, practices and resources.
The ideal candidate will have a Master’s degree in Bioethics or in a related field (i.e., Philosophy) from an accredited university. We are looking for someone with a minimum of three (3) years’ experience working in a leadership/supervisory role, preferably in a health care environment. Training or recent experience with mentoring (e.g., ethics internship, fellowship), and project management is preferred.

KEY FUNCTION:
Promote ethical behavior and collaborate with HSN leadership to build capacity for integrated, sustainable, and accountable ethical decision-making aligned with HSN’s mission, vision, and value and accreditation standards. Lead and direct others in the organizations on matters of clinical and organizational ethics related to resource allocation. Plan, organize and control the day to day operations of the department, while also building the capacity of regional partnering health care organizations through the development of organizational polices, practices and resources.
REPORTING:
Under the general direction of the Vice President, Mental Health, NEO Kids, Women’s Health and Social Accountability.
DUTIES:
1. Develop Ethics, Spiritual and Religious Care education initiatives and programs to promote awareness, knowledge, and skills for staff, medical and inter-professional learners, and external partners.
2. Supervise, recruit and educate members of the HSN ethics facilitation team.
3. Support the enhancement of HSN’s moral climate through assessing the ethical culture and developing organizational ethics resources (e.g. facilitation team, management policies, decision-making frameworks, and resource allocation strategies).
4. Provide ethics support to committees within HSN as required (e.g. ethics, organ and tissue donation, critical care, incident command).
5. Manage the Medical Assistance in Dying (MAiD) provision team that ensures provincial, professional and legal responsibilities are maintained.
6. Provide consultation and guidance to patients, families, contract providers, staff, or physicians on patient-specific ethics issues, hospital management, and governance issues.
7. Direct the work of the Spiritual and Religious Care and MAiD Navigation team at HSN.
8. Manage human resources which include: recruitment, selection and training.
9. Guide, motivate, monitor and supervise staff, develop standards of performance, evaluate performance and make recommendations on disciplinary action as required.
10. Develop annual budgets and assume fiscal accountability of the departmental operation according to approved budget.
11. Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
12. Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
13. Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
14. Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
15. Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
16. Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
17. Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
18. Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
19. Represent the department or program on various committees and in meetings as required.
20. Perform other duties as required.
QUALIFICATIONS
EDUCATION AND TRAINING:
1. Minimum of a Master’s Degree in Bioethics, or in a related field (i.e. Philosophy) from an accredited university.
2. Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.
EXPERIENCE:
1. Minimum of three (3) years’ experience working in a leadership/supervisory role, preferably in a health care environment.
2. Training or recent experience with mentoring (e.g. Ethics internship, fellowship) is preferred.
3. Training or recent experience with project management is preferred.
KNOWLEDGE/SKILLS/ABILITIES:
1. Demonstrated knowledge of the Core Compentencies for Health Care Ethics Consultation as defined in the American Society for Bioethics and Humanities (ASBH).
2. Demonstrated understanding of the A4R framework and ability to coach and teach others at all levels in the organization and region in the application of an ethical decision making framework.
3. Demonstrated understanding of regualtory health professional fameworks and scopes of professional practice.
4. Demonstrated time management, organizational, problem-solving, and conflict-resolution skills.
5. Demonstrated ability to conduct research and apply information.
6. Demonstrated excellent presentation skills.
7. Demonstrated excellent judgment and proven analytical skills.
8. Demonstrated ability to coach, advise, and teach others using the principles of adult learning.
9. Demonstrated training, experience, or utilization of quality improvement methodology for process improvement.
10. Demonstrated ability to independently identify issues, plan improvements, measure success, and continue improvement.
11. Demonstrated knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis, and organizational assessment.
12. Demonstrated ability to use tact and discretion in dealing with healthcare providers and employees.
13. Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point, Outlook) and patient information systems.
14. Demonstrated superior interpersonal and communication skills, both written and verbal.
15. Demonstrated commitment to the safety of co-workers and patients.
