Health Sciences North (HSN) is seeking an innovative individual for the position of Clinical Manager, Medical, Oncology and Palliative Care to provide leadership and direction through planning and organizing of the day-to-day operations across the Oncology, Medical and Palliative unit, Medical Float Pool, and Overflow South and North. Promote the delivery of optimal patient care through effective resource management, daily operational oversight, and the integration of continuous quality improvement initiatives to ensure high standards of safety, efficiency, and patient outcomes within the Medicine Program. The ideal candidate will have a minimum of a Minimum of a four (4) year Bachelor’s Degree with a specialization in a health-related field (e.g. Medical Science), from an accredited university. We are looking for someone with a minimum of Minimum of five (5) years’ experience working in an Acute Medical/Surgical department, within a health care environment. Candidates that possess Minimum of two (2) years’ working in a leadership/supervisory role, preferably within a health care environment as well as training or recent clinical experience in Oncology and/or Palliative Care are preferred.

 

DEPARTMENT OVERVIEW
The 52 bed Oncology and Medical Unit offers inpatient treatment and a full range of diagnostic and therapeutic services with a client centered approach to acute medical patients admitted with disease or disorders with the specialty of Oncology, Palliative Care and General Internal Medicine. Highly trained physicians, nurses and professional staff provide a comprehensive interdisciplinary approach to the diagnosis and management of these patients. This Oncology and Medical Unit is also part of the Clinical Teaching Unit as a component of our academic learning centre.

KEY FUNCTION: 

Provide leadership and direction through planning and organizing of the day-to-day operations across the Oncology, Medical and Palliative unit, Medical Float Pool, and Overflow South and North. Promote the delivery of optimal patient care through effective resource management, daily operational oversight, and the integration of continuous quality improvement initiatives to ensure high standards of safety, efficiency, and patient outcomes within the Medicine Program.

 

REPORTING:                                                                                                                                            

Under the general direction of the Administrative Director, Medicine.

 

DUTIES

  1. Design, promote, and facilitate the use of systems to ensure that the provision of patient care is consistent with departmental and professional standards.
  2. Identify problems and deficiencies in the delivery of optimal patient care and facilitate a multi-disciplinary approach to the formulation of solutions.
  3. Coordinate day-to-day utilization of human and material resources to achieve department functions.
  4. Determine and document space, equipment, supply, and service requirements; select and purchase equipment and supplies as budgeted/approved. 
  5. Provide hospital wide, on-call coverage for problems and serious issues after hours and on weekends according to scheduled rotation.
  6. Develop and implement goals, objectives, and procedures for department operation using lean principles.
  7. Develop annual budgets and assume fiscal accountability of the departmental operation according to approved budget.
  8. Ensure a safe environment for patients, staff and visitors; investigate, report, debrief and take or direct corrective action as appropriate on incidents.
  9. Evaluate patient care and satisfaction on an ongoing basis and formulate solutions for improvement.
  10. Manage human resources which include: recruitment, selection and training.
  11. Guide, motivate, monitor and supervise staff, develop standards of performance, evaluate performance and make recommendations on disciplinary action if required. 
  12. Manage direct reports from the Medical Float Pool and oversee staff in Overflow South/North.
  13. Provide strategic oversight for the Medicine Program’s quality improvement portfolio by leading, coordinating, and evaluating quality and safety initiatives aligned with hospital priorities.
  14. Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
  15. Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
  16. Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
  17. Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
  18. Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
  19. Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
  20. Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
  21. Represent the department or program on various committees and in meetings as required. 
  22. Perform other duties as required. 

 

 

QUALIFICATIONS

EDUCATION AND TRAINING: 

  1. Minimum of a four (4) year Bachelor’s Degree with a specialization in a health-related field (e.g. Medical Science), from an accredited university.
  2. Master’s Degree in Business or Health Administration is preferred.
  3. Current Certificate of Registration in good standing with an applicable regulatory college is required.
  4. Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

 

EXPERIENCE: 

  1. Minimum of five (5) years’ experience working in an Acute Medical/Surgical department, within a health care environment.
  2. Minimum of two (2) years’ working in a leadership/supervisory role, preferably within a health care environment.
  3. Training or recent clinical experience in Oncology and/or Palliative Care is preferred.

 

KNOWLEDGE/SKILLS/ABILITIES: 

  1. Demonstrated superior knowledge and understanding of a variety of groups of stakeholders, both within and outside the hospital. 
  2. Demonstrated ability to manage staff performance, and initiate and conduct performance evaluations in accordance with HSN policy.
  3. Demonstrated ability to provide a customer focused approach to service delivery.
  4. Demonstrated time management, prioritization, organization, and problem-solving skills.
  5. Demonstrated ability to understand and apply hospital and departmental policies.
  6. Proven ability to develop, monitor, administer and report on budgets.
  7. Demonstrated ability to coach, advise and teach others using the principles of adult learning.
  8. Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
  9. Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
  10. Knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.
  11. Ability to use tact and discretion in dealing with health care providers and employees.
  12. Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
  13. Demonstrated superior interpersonal and communication skills, both written and verbal.
  14. Demonstrated commitment to the safety of co-workers and patients.
