Health Sciences North (HSN) is seeking an innovative individual for the position of Clinical Manager, NEO Navigation, VIPP & Voices to oversee the management and daily operations of all clinical services in the Violence Intervention and Prevention Program (VIPP), Voices for Women Sudbury Sexual Assault Center (SSAC) and the NEO Navigation Program by managing human and fiscal resources, and collaborating with the leadership team members to implement and lead activities. They will act as a liaison and management representative in regards to linkages, alignment, and coordination of community clinical services.
The ideal candidate will have a minimum of a four (4) year Bachelor’s Degree, with a specialization in a health-related field, from an accredited university and current certification in good standing with an applicable regulatory college. We are looking for someone with a minimum of two (2) years’ working in a leadership/supervisory role, and a minimum of two (2) years’ experience working in a pediatric department and/or a sexual assault program, both preferably in a health care environment. Training or recent experience in funding/proposal writing, statistical analysis, and Ministry reporting is required. Candidates that possess Master’s Degree or actively pursuing a Master’s in a health-related field are preferred.
DEPARTMENT OVERVIEWS
The NEO Navigation Program is a one-stop-shop (Central Intake) for pediatric healthcare services in Northeastern Ontario. The multidisciplinary team includes service navigators, nurses, medical secretary, indigenous navigator, and a social workers. Violence Intervention and Prevention Program (VIPP) provides complimentary services to any individual impacted by sexual assault, intimate partner violence, human trafficking and child maltreatment. The program provides 24/7 on-call services for medical assessment and treatment, forensic collection of evidence, safety planning, and counselling. VOICES for Women (VFW) is a free community-based program, that provides a safe space for women (self-identified)16 years of age and older, who have experienced trauma from historical sexual violence, including human trafficking. VFW provides services to support survivors through group and individual counselling, psycho-educational workshops, safety planning, court support, and social connection.

KEY FUNCTION:
Oversee the management and daily operations of all clinical services in the Violence Intervention and Prevention Program (VIPP), Voices for Women Sudbury Sexual Assault Center (SSAC) and the NEO Navigation Program by managing human and fiscal resources, and collaborating with the leadership team members to implement and lead activities. Act as a liaison and management representative in regards to linkages, alignment, and coordination of community clinical services.
REPORTING:
Under the general direction of the Administrative Director, NEO Kids and Family and Inter-Professional Practice.
DUTIES:
- Design, promote, and facilitate the use of systems to ensure the provision of patient care is consistent with program and professional standards and evidence based best practice.
- Provide leadership to the North Eastern Regional Community Hospitals sexual assault crisis centres and community and provincial stakeholders in the form of peer reviews, education, professional development, advocacy, and patient-care services.
- Provide support and leadership to community professionals, including police, shelters, pediatric services, and child protection services through collaborative programming, policies, mentoring and professional development.
- Ensure excellence in Forensic standards of practice and implement methods to monitor and continuously improve practice delivery in accordance to Canadian Law and the Ontario Forensic Sciences Program.
- Assist with the coordination of media events and promotional initiatives, including fundraising, awareness campaigns, interviews and conferences.
- Lead the development, implementation, and ongoing maintenance of NEO Navigation, the SmartStart Hubs and a new referral process.
- Determine and document space, equipment, supply, and service requirements; select and purchase equipment and supplies as budgeted/approved.
- Monitor waitlists, databases for pediatric referrals, and program specific data; submit reports to respective Ministries.
- Facilitate funding and grant proposals, analyze statistical reports, and provide feedback to the Ministry of the Attorney General, Ontario Women’s Directorate, Ontario Health North and other community and provincial stakeholders.
- Develop goals, objectives, and procedures to establish and implement department operation using lean principles.
- Review and revise policies and procedures and medical directives to ensure excellent delivery of service, and ensure administrative policies and procedures are followed.
- Facilitate 24/7 on-call client, community, and regional coverage for sexual assault, domestic violence and child maltreatment.
- Develop annual budgets and assume fiscal accountability of the departmental operation according to approved budget.
- Evaluate patient care and satisfaction on an ongoing basis and formulate solutions for improvement.
- Manage human resources which include: recruitment, selection and training.
- Guide, motivate, monitor and supervise staff, develop standards of performance, evaluate performance and make recommendations on disciplinary action as required.
- Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
- Provide hospital wide, on-call coverage for problems and serious issues after hours and on weekends according to scheduled rotation.
- Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
- Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
- Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
- Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
- Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
- Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
- Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
- Represent the department or program on various committees and in meetings as required.
- Perform other duties as required.
QUALIFICATIONS
EDUCATION AND TRAINING:
- Minimum of a four (4) year Bachelor’s Degree with a specialization in a health-related field from an accredited university.
- Master’s Degree or actively pursuing a Master’s in a health-related field is preferred.
- Current Certificate of Registration in good standing with an applicable regulatory college is required.
- Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.
EXPERIENCE:
- Minimum of two (2) years’ working in a leadership/supervisory role, preferably in a health care environment.
- Minimum of two (2) years’ experience working in a pediatric department and/or a sexual assault program within a health care environment.
- Training or recent experience in funding/proposal writing, statistical analysis, and Ministry reporting.
KNOWLEDGE/SKILLS/ABILITIES:
- Demonstrated superior knowledge of the application of the Personal Health Information Protection Act (PHIPA), Workplace Violence and Harassment Act (Bill 168), Duty to Report, and Canadian Law as it pertains to abuse and the pediatric population.
- Demonstrated ability to analyze research and implement evidence-based practice into policy and procedure development and clinical practice.
- Demonstrated knowledge and management within Ocean eReferral Systems.
- Demonstrated superior knowledge and understanding of a variety of groups of stakeholders, both within and outside of the hospital.
- Demonstrated time management, organizational, team-building, critical thinking, and problem-solving skills.
- Demonstrated excellent presentation and Public Relations (PR) skills.
- Demonstrated ability to develop, monitor, administer and report on budgets.
- Demonstrated ability to coach, advise and teach others using the principles of adult learning.
- Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
- Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
- Demonstrated knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.
- Ability to use tact and discretion in dealing with health care providers and employees.
- Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
- Demonstrated superior interpersonal and communication skills, both written and verbal.
- Demonstrated commitment to the safety of co-workers and patients.
