Health Sciences North (HSN) is seeking an innovative individual for the position of Coordinator, Psychiatric Outpatient Clinic & Central Intake Referral Coordination to lead and direct the staff and day-to-day operations of the Psychiatric Outpatient Clinic (POC) & Central Intake Referral Coordination (CIRC) teams, ensuring safe, high quality, patient focused care is provided. The successful individual will provide leadership and technical support for staff, ensuring compliance with all applicable policies and regulations, establishing work plans and developing cooperative and productive work teams.

The ideal candidate will have a minimum of a four (4) year Bachelor’s Degree in a health related field, from an accredited university or equivalent. We are looking for someone with a minimum of five (5) years’ experience working in mental health and addictions service delivery within a health care environment and a minimum of three (3) years’ experience in administrative, coordination, and/or leadership roles.

 

DEPARTMENT OVERVIEW

The Psychiatric Outpatient Clinic & Central Intake Referral program is a multidisciplinary team of nurses, medical secretaries, and 17 psychiatrists, working in a fast-paced outpatient setting. The Psychiatric Outpatient Clinic serves both adult and pediatric patients, providing consultation and follow-up to individuals experiencing symptoms of mental illness.

KEY FUNCTION

Lead and direct the staff and day-to-day operations of the Psychiatric Outpatient Clinic (POC) & Central Intake Referral Coordination (CIRC) teams, ensuring safe, high quality, patient focused care is provided. Provide leadership and technical support for staff, ensure compliance with all applicable policies and regulations, establish work plans and develop cooperative and productive work teams.

 

REPORTING   

Under the general direction of the Administrative Director, Mental Health and Addictions, Regional Development and Community.

 

DUTIES:

  1. Act as a point of contact for departmental staff, other hospital departments, other related programs, and with community stakeholders.
  2. Direct the daily operations of the POC and CIRC teams with a focus on scheduling staff work hours, leading the daily organizational staff meetings and treatment planning meetings.
  3. Coordinate treatment activities to ensure immediate attention to changing needs of patients; evaluate the status of clients and system response.
  4. Lead the further development of automated and coordinated access solutions.
  5. Direct and coordinate the client process, treatment, rehabilitation and support services of the program in consultation with the Psychiatrist and community partners.
  6. Contribute to daily team meetings to review clients and ensure that daily assignments are organized in an effective and efficient manner.
  7. Monitor adherence to standards of work and oversee audit results.
  8. Review bed pressures daily and implement process changes to improve flow.
  9. Establish and monitor formal mentorship relationships for students.
  10. Lead huddles and bullet rounds, review daily metrics, communicate results to staff, and develop action plans as required. 
  11. Ensure staff follows policies and procedures and bring program/staff into compliance as required.
  12. Manage human resources which include: recruitment, selection, orientation and training; approve and monitor vacation requests, overtime, payroll, schedules, shift exchanges, staff attendance, and return to work issues.
  13. Guide, motivate, monitor and supervise staff, develop standards of performance, evaluate performance and make recommendations on disciplinary action as required. 
  14. Evaluate patient care and satisfaction on an ongoing basis and formulate solutions for improvement.
  15. Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
  16. Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
  17. Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
  18. Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
  19. Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
  20. Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
  21. Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
  22. Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
  23. Represent the department or program on various committees and in meetings as required. 
  24. Perform other duties as required. 

 

QUALIFICATIONS

 

EDUCATION AND TRAINING: 

  1. Minimum of a four (4) year Bachelor’s Degree in a health related field, from an accredited university or equivalent.
  2. Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

 

EXPERIENCE: 

  1. Minimum of five (5) years’ experience working in mental health and addictions service delivery within a health care environment.
  2. Minimum of three (3) years’ experience in administrative, coordination, and/or leadership roles required.

 

KNOWLEDGE/SKILLS/ABILITIES: 

  1. Demonstrated knowledge of mental health system processes and pathways.
  2. Demonstrated time management, prioritization, organizational and problem solving skills.
  3. Demonstrated knowledge of the Mental Health Act, Consent and Capacity, associated legal issues, Privacy legislation, and Informed Consent in Mental Health.
  4. Demonstrated ability to coach, advise and teach others using the principles of adult learning.
  5. Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
  6. Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
  7. Demonstrated knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.
  8. Ability to use tact and discretion in dealing with health care providers and employees.
  9. Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
  10. Demonstrated superior interpersonal and communication skills, both written and verbal.
  11. Demonstrated commitment to the safety of co-workers and patients.
