Health Sciences North (HSN) is seeking a strategic and collaborative finance leader to join our team as Director, Finance. Reporting to the Chief Financial Officer, the successful candidate will oversee HSN's financial operations, ensuring strong financial stewardship through effective controls, accurate and timely reporting, proactive cash and working capital management, and robust budgeting and forecasting processes that support organizational goals and operational decision-making.

 

The ideal candidate will have a Chartered Professional Accountant (CPA) designation and seven (7) years’ experience working in a progressive leadership/supervisory role in both a unionized and non-unionized setting, preferably in a health care environment.

KEY FUNCTION:
Oversee HSN’s financial operations ensuring effective financial controls, accurate and timely reporting, proactive cash and working capital management, and effective budgeting and forecasting to support operational decision making. Establish departmental goals and objectives while maintaining the vision and strategic direction of HSN.

 

REPORTING:
Under the general direction of the Chief Financial Officer.

 

DUTIES:
1. Ensure effective financial controls are in place with standardized monitoring systems, including cash/debt management, accounts receivable, accounts payable, payroll, financial reporting, budgeting, forecasting, and business operation services.
2. Conduct ongoing review and assessment of Finance personnel to ensure the right employees are doing the right job, and that day-to-day tasks are assigned and completed in a timely manner.

3. Ensure strong control systems are in place to mitigate loss and protect assets of HSN; ensure systems are frequently monitored, reviewed, and improved as required.
4. Ensure financial reporting data is relevant, reliable and accurate, and that reporting is timely.
5. Ensure financial systems are providing users with relevant data in a user-friendly format.

6. Lead the operational preparation of the budget including the coordination and execution of budget processes.
7. Participate in several committees to provide financial expertise and to lead assigned committees with specific mandates.
8. Plan and implement special projects identified during an annual planning exercise to align the department with HSN’s current strategic plan.

9. Maintain timely and accurate financial statements and reporting in accordance with Generally Accepted Accounting Principles (GAAP).
10. Provide consultation to Management, Accountants, Financial Analysts, Junior Accountants, and Finance Clerks on day-to-day issues.
11. Communicate relevant financial issues to the Chief Financial Officer.

12. Work with the Ministry of Health (MOH) and Ontario Health (North) including responding to queries regarding financial data submissions and operational follow-up.
13. Review current processes, policies, and procedures, and implement change to achieve efficiencies.
14. Promote and advocate the adoption and application of lean methodology and its guiding principles across the program.

15. Develop annual budgets and assume fiscal accountability of the departmental operation according to approved budget.
16. Ensure a safe environment for patients, staff and visitors; investigate, report, debrief and take or direct corrective action as appropriate on incidents.
17. Manage human resources which include: recruitment, selection, and training.

18. Guide, motivate, monitor and supervise staff, develop standards of performance, evaluate performance and make recommendations on disciplinary action if required.
19. Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
20. Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.

21. Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
22. Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
23. Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.

24. Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
25. Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
26. Represent the department or program on various committees and in meetings as required.

27. Perform other duties as required.

 

QUALIFICATIONS
EDUCATION AND TRAINING:
1. Minimum of a four (4) year Bachelor’s Degree in Business Administration, Accounting, Finance or relevant field of study from an accredited university.

2. Chartered Professional Accountant (CPA) designation is required.
3. Master’s Degree in a Business field from an accredited university is preferred.
4. Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

 

EXPERIENCE:
1. Minimum of seven (7) years’ working in a progressive leadership/supervisory role in both a unionized and non-unionized setting, preferably in a health care environment.
2. Training or recent experience in dealing with financial planning and analysis, accounting, internal controls, audits, business planning, and asset management is preferred.

3. Training or recent experience with Process Improvement (PI) and lean methodology is preferred.

1. Demonstrated superior knowledge of Generally Accepted Accounting Principles.
2. Demonstrated excellent leadership, financial management, interpretation of indicators, and resource management skills.

3. Demonstrated high-level of critical and logical thinking, analysis, and reasoning to identify underlying principles, reasons, or facts.
4. Demonstrated knowledge of health care system, and its associated trends and issues.
5. Demonstrated understanding of interrelationships between clinical and support programs.

6. Demonstrated ability to manage complex systems and Human Resources at the executive level.
7. Demonstrated ability to foster relationships with internal and external stakeholders.
8. Demonstrated ability to coach, advise and teach others using the principles of adult learning.

9. Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
10. Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
11. Demonstrated knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.

12. Ability to use tact and discretion in dealing with health care providers and employees.
13. Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
14. Demonstrated superior interpersonal and communication skills, both written and verbal.

15. Demonstrated commitment to the safety of co-workers and patients.
