Health Sciences North (HSN) is seeking an innovative individual for the position of Manager, Laboratory, Patient Services to plan, organize, and allocate resources to ensure the day-to-day operation of the pre-analytical laboratory services in Specimen Procurement, Central Receiving, and general clerical support.  In this role, you will provide leadership to ensure quality assurance and process improvements are aligned with the Laboratory’s Quality Management System, as it related to pre-analytics.

 

The ideal candidate will have a minimum of a three (3) year Diploma in Medical Laboratory Technology from an accredited college. We are looking for someone with a minimum of six (6) years’ experience working in a clinical core laboratory within a health care environment and a minimum of three (3) years’ experience working in a leadership/supervisory role, preferably in a health care environment.

 

Candidates that possess A Bachelor’s Degree in laboratory science or a related field, from an accredited university and current Certificate of Registration in good standing with the College of Medical Laboratory Technologists of Ontario (CMLTO) are preferred.

KEY FUNCTION

Plan, organize, and allocate resources to ensure the day-to-day operation of the pre-analytical laboratory services in Specimen Procurement, Central Receiving, and general clerical support.  Provide leadership to ensure quality assurance and process improvements are aligned with the Laboratory’s Quality Management System as it related to pre-analytics.

 

REPORTING    

Under the general direction of the Medical Director, Laboratory and the Administrative Director, Laboratory and Pathology.

 

DUTIES

  1. Develop goals and objectives, establish and implement procedures for department operation by using lean principles, and recommend systemic solutions to improve departmental services.
  2. Review, interpret, implement, and ensure departmental compliance with policies, operating plans, and processes affecting quality improvement, risk management, legislative, and regulatory compliance.
  3. Develop annual budgets and assume fiscal accountability of the departmental operation according to approved budget.
  4. Ensure a safe environment for patients, staff and visitors; investigate, report, debrief and take or direct corrective action on incidents as required.
  5. Manage human resources which include: recruitment, selection and training.
  6. Guide, motivate, monitor and supervise staff, develop standards of performance, evaluate performance and make recommendations on disciplinary action as required.
  7. Promote internal customer/client service improvements and ensure that the needs and requirements of the laboratory’s users are communicated to management and staff.
  8. Provide on-call coverage for problems and serious issues after hours and on weekends according to scheduled rotation.
  9. Ensure the upkeep and security of the physical assets in the laboratory.
  10. Keep abreast of new developments, trends, and techniques in related fields.
  11. Ensure that laboratory activities are conducted in compliance with applicable regulatory and accreditation requirements.
  12. Ensure laboratory emergency and disaster planning preparedness is maintained.
  13. Ensure the protection of confidential information in compliance with the Personal Health Information Protection Act (PHIPA) requirements.
  14. Promote and support research activities in the laboratory and HSN.
  15. Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
  16. Provide hospital wide, on-call coverage for problems and serious issues after hours and on weekends according to scheduled rotation.
  17. Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
  18. Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
  19. Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
  20. Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
  21. Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
  22. Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
  23. Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
  24. Represent the department or program on various committees and in meetings as required. 
  25. Perform other duties as required. 

 

QUALIFICATIONS

 

EDUCATION AND TRAINING: 

  1. Minimum of a three (3) year Diploma in Medical Laboratory Technology from an accredited college.
  2. A Bachelor’s Degree in laboratory science or a related field, from an accredited university is preferred.
  3. Current Certificate of Registration in good standing with the College of Medical Laboratory Technologists of Ontario (CMLTO) is preferred.
  4. Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

 

EXPERIENCE: 

  1. Minimum of six (6) years’ experience working in a clinical core laboratory within a health care environment.
  2. Minimum of three (3) years’ experience working in a leadership/supervisory role, preferably in a health care environment.

 

KNOWLEDGE/SKILLS/ABILITIES: 

  1. Demonstrated knowledge in pre-analytical aspects of medical laboratory technology.
  2. Demonstrated ability to provide a customer focused approach to service delivery.
  3. Demonstrated knowledge of applicable laboratory regulations and standards (e.g. Institute for Quality Management in Healthcare (IQMH) accreditation requirements, ISO 15189 Standards, Clinical and Laboratory Standards Institute (CLSI) guidelines).
  4. Demonstrated excellent presentation skills.
  5. Demonstrated excellent judgment and proven analytical skills.
  6. Proven ability to develop, monitor, administer and report on budgets.
  7. Demonstrated ability to coach, advise and teach others using the principles of adult learning.
  8. Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
  9. Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
  10. Demonstrated knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.
  11. Ability to use tact and discretion in dealing with health care providers and employees.
  12. Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
  13. Demonstrated superior interpersonal and communication skills, both written and verbal.
  14. Demonstrated commitment to the safety of co-workers and patients.
