KEY FUNCTION:
Provide advanced analytical leadership and accountability for performance measurement, data governance, and quality analytics across across the North East Regional Cancer Program. Design, oversee, and optimize regional data systems and reporting frameworks that directly inform executive decision making, funding reconciliation, accreditation readiness, and regulatory compliance. Function as the subject matter expert in clinical and operational analytics, exercising a high degree of independent judgment within a regional, multi-site environment.
REPORTING:
Under the general direction of the Administrative Director, North East Cancer Centre.
DUTIES:
1. Lead the collection, validation, reconciliation, and integrity oversight of clinical, operational, and funding-related data across the regional cancer program.
2. Design and maintain regional performance dashboards, executive scorecards, and analytical reporting frameworks.
3. Extract, integrate, and reconcile complex datasets from multiple clinical and financial information systems.
4. Identify data discrepancies, systemic risks, and funding variances and recommend corrective action.
5. Establish and maintain data governance standards to ensure accuracy, consistency, and regulatory compliance.
6. Lead activity level analysis and funding model reconciliation including Quality-Based Procedure (QBP), screening, and other provincial funding envelopes.
7. Monitor performance metrics and provide variance analysis to support operational adjustments.
8. Provide analytical insight to support financial forecasting, resource utilization, and service planning.
9. Validate and coordinate submissions to Ontario Health, Cancer Care Ontario, Center for International Blood and Marrow Transplant Research (CIBMTR), and other regulatory bodies.
10. Develop and monitor regional quality indicators aligned with strategic priorities and accreditation standards.
11. Analyze patient outcomes, quality metrics, and satisfaction data to identify trends and opportunities for improvement.
12. Provide data-driven recommendations to support quality improvement initiatives.
13. Lead data preparation and evidence validation for accreditation and regulatory reviews (e.g. the Foundation for the Accreditation of Cellular Therapy (FACT) and other specialty standards).
14. Support internal audits, corrective action tracking, and continuous quality management activities.
15. Provide analytical leadership during implementation of new clinical systems and digital initiatives.
16. Evaluate data impact of system changes and process redesign.
17. Provide advanced analytical support for research initiatives and regional planning activities as required.
18. Provide expert guidance to clinical and operational teams regarding data standards, reporting frameworks, and performance metrics.
19. Develop tools and training materials to promote data literacy and consistent data capture practices.
20. Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
21. Contribute to learner development by providing academic support, mentorship, preceptorship and supervision as required.
22. Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
23. Educate and promote health, safety and wellness in the work place.
24. Represent the department or program on various committees and in meetings as required.
25. Perform other duties as required.
QUALIFICATIONS
EDUCATION AND TRAINING:
1. Minimum of a Bachelor’s Degree in a related field, from an accredited university.
1. Master’s Degree in a related field from an accredited university is preferred.
2. Additional formal training or certification in quality improvement methodologies, data analytics, health informatics, or project management is preferred.
3. Training or certification related to oncology data management, clinical research data systems, or specialized cancer reporting frameworks (e.g., CCO, CIBMTR, FACT) is preferred.
4. Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.
EXPERIENCE:
1. Minimum of five (5) years’ progressive experience in healthcare data analytics, performance measurement, quality management, or health system analysis.
2. Demonstrated experience working with complex clinical and operational datasets within an acute care or regional healthcare environment is preferred.
3. Experience with funding reconciliation, activity reporting, and performance variance analysis is preferred.
4. Direct oncology experience is preferred.
5. Experience supporting accreditation processes, regulatory submissions, or external audits is preferred.
KNOWLEDGE/SKILLS/ABILITIES:
1. Demonstrated knowledge of healthcare data systems, performance measurement, and clinical reporting frameworks.
2. Demonstrated knowledge of oncology performance metrics, funding models, and regulatory reporting requirements.
3. Demonstrated ability to interpret complex provincial funding frameworks and translate them into measurable operational metrics.
4. Demonstrated advanced proficiency in database management, data extraction, statistical analysis, and performance reporting tools.
5. Demonstrated strong analytical, critical thinking, and problem-solving skills.
6. Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
7. Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
8. Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, PowerPoint, Outlook, and Teams) and health information systems (e.g. Mosaiq, Expanse).
9. Demonstrated superior interpersonal and communication skills, both written and verbal.
10. Demonstrated effective time management and organizational skills with the ability to organize and prioritize as required.
11. Demonstrated discretion, and maturity when handling confidential information.
12. Demonstrated commitment to the safety of co-workers and patients.
