Health Sciences North (HSN) is seeking an individual passionate about recruitment and health care, to join our Human Resources team, as a temporary full-time Recruiter for twelve (12) months. The Recruiter will work in a collaborative and consultative environment, serving as a strategic advisor to hiring managers, and be the primary liaison between managers and job seekers. This role leads and delivers end-to-end recruitment initiatives, including workforce planning, talent attraction, candidate sourcing and assessment, all while ensuring compliance with legislative, collective agreement and organizational requirements. The successful candidate will support workforce sustainability through innovative, equitable, and data-driven recruitment strategies, provide expert guidance on recruitment policies and practices, and contribute to HSN’s strategic objectives by addressing current and future staffing needs.

 

The ideal candidate will have a minimum of a Bachelor’s Degree in a human services, social science or related field. We are looking for someone with a minimum of two (2) years’ experience working within the HR field. Experience in a high-volume recruitment environment with a proven knowledge of recruitment best practices is an asset. The Recruiter will have a superior level of attention to detail, have the ability to work in a very fast paced environment, and be a strong team collaborator.

KEY FUNCTION

Provide strategic recruitment advice to HSN leaders in compliance with policies, legislative requirements, contractual obligations, and in support of HSN’s strategic objectives. Support workforce sustainability through effective talent attraction and equitable hiring practices. Act as a liaison between managers and job seekers, matching candidates to appropriate roles.

 

REPORTING

Under the general direction of the Manager, Recruitment.

 

DUTIES

  1. Lead centralized, external recruitment for key positions at HSN; develop and implement full life cycle recruitment strategies.
  2. Lead and execute innovative recruitment by sourcing, developing, and implementing recruitment strategies, and ensuring compliance with eligibility requirements.
  3. Implement Federal Economic Immigration Initiatives and Community Drive Programs; adhere to requirements and record maintenance.  
  4. Develop and execute targeted recruitment strategies for high-risk roles and monitor current workforce to identify future staffing trends.
  5. Oversee full lifecycle of work permit compliance, validate renewals, conduct monthly audits to ensure employee work eligibility; advise manager on work eligibility status and required action.
  6. Implement incentive programs offered by the Ministry of Health; ensure HSN meets eligibility, contractual obligations, reporting, and funding requirements.
  7. Lead recruitment and selection initiatives including hiring fairs, development of job advertisements, short-listing tools, interview questions and employment contracts.
  8. Provide strategic recruitment and professional advice to Managers on clearly defined recruitment and selection policies/practices, collective agreement application, etc. in compliance with policies, legislation and contractual obligations, to support of HSN’s strategic objectives and equitable hiring; review and manage Human Resources Request System (HRRS) tickets to ensure alignment.
  9. Develop and maintain recruitment processes/tools, aligned with legislative requirements, industry best practices, and organizational needs.
  10. Lead and manage international recruitment, identify appropriate sourcing pathways, develop and implement recruitment strategies.
  11. Oversee Entry Survey and Exit Interview process, analyze data, trends and disseminate results to support organizational improvements.
  12. Participate in career fairs and establish, develop, and maintain partnerships with community organizations and post-secondary institutions.
  13. Research, develop and report on policy options and best practices within the Human Resources (HR) field as required.
  14. Respond to recruitment inquiries and develop standard work processes, forms, and templates.
  15. Provide day-to-day coaching and leadership to Recruitment staff.
  16. Facilitate New Leader Onboarding sessions.
  17. Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
  18. Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
  19. Educate and promote health, safety and wellness in the work place.
  20. Represent the department or program on various committees and in meetings as required. 
  21. Perform other duties as assigned.

 

QUALIFICATIONS

EDUCATION AND TRAINING: 

  1. Minimum of a Bachelor's Degree in a human services, social science or related field.
  2. Post-graduate certificate in Human Resources Management is preferred.
  3. Certified Human Resources Professional (CHRP) or working towards a CHRP designation.
  4. Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

 

EXPERIENCE: 

  1. Minimum of two (2) years’ of related experience within the HR field.
  2. Recent experience working with Human Resources Information Systems is preferred.
  3. Experience in a high-volume recruitment environment with a proven knowledge of recruitment best practices is preferred.

 

KNOWLEDGE/SKILLS/ABILITIES: 

  1. Demonstrated knowledge of core areas of HR in a unionized environment including recruitment, selection and labour relations.
  2. Demonstrated ability to oversee the full life cycle of the recruitment process.
  3. Demonstrated understanding of job market and external factors impacting recruitment.
  4. Demonstrated ability to interpret and apply collective agreement language and employment legislation.
  5. Demonstrated knowledge of work permit legislation and requirements.
  6. Proven skill to format and draft correspondence, forms, reports, and proposals.
  7. Demonstrated consultative, problem solving, data analysis skills, and critical thinking skills.
  8. Demonstrated ability to manage routine correspondence, multiple tasks/projects, diversified workload and rapidly changing priorities and challenging deadlines.
  9. Demonstrated discretion and maturity when handling confidential information.
  10. Demonstrated ability to take initiative and work with minimal supervision.
  11. Demonstrated training, experience or utilization of continuous improvement methodology for process improvement.
  12. Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
  13. Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
  14. Demonstrated superior interpersonal and communication skills, both written and verbal.
  15. Demonstrated commitment to the safety of co-workers and patients.
