KEY FUNCTION:
Acquisition of goods, materials and/or services on behalf of HSN by reviewing purchase requisitions, issuing purchase orders, monitoring and following up on outstanding orders in a timely manner. Provide quality customer service and support to HSN end-user departments with respect to purchasing transactions and procedures.
REPORTING:
Under the general direction of the Director, Materials Management.
DUTIES:
- Review and action all purchase requisitions submitted by HSN end user departments daily.
- Ensure proper approval for all purchasing transactions performed by the Buyer and that the approval authority is auditable.
- Ensure purchase orders are compliant with HSN Materials Management policies, procedures or other established standards.
- Place duly authorized purchase orders with vendors on behalf of HSN.
- Act as a liaison between supplier representatives and HSN for routine purchasing transactions.
- Monitor the status of purchase orders and promptly inform the end user of any issues or delays, (e.g. backorders, shipping delays, etc.).
- Resolve all shipping discrepancies reported to the Buyer by HSN receiving personnel.
- Assist end users to identify alternative suppliers or alternative goods and/or services as required; escalate to the designated Purchasing Portfolio Manager for action.
- Escalate critical or potentially critical purchase order to the responsible Purchasing Portfolio Manager (e.g. pricing discrepancies, invoice discrepancies, backorders/shortages, product complaints, product recalls or alerts, etc.).
- Support inventory operations (i.e. inventory reviews, cycle counts, year-end inventory procedures) as required.
- Provide guidance and training to end-users on HSN purchasing procedures.
- Assist the Purchasing Portfolio Manager with resolving purchase order/accounts payable invoice discrepancies.
- Review Meditech dictionary, vendor contact information, product codes, and descriptions; request changes from the appropriate dictionary owner as required.
- Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
- Participate in hospital training as required.
- Assist with improvement initiatives as required.
- Perform other duties as required.
QUALIFICATIONS
EDUCATION AND TRAINING:
- Minimum of a two (2) year Diploma in Business or in a related field, from an accredited college.
- Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.
EXPERIENCE:
- Minimum of one (1) year experience working in a Materials Management department within a health care environment is preferred.

- Demonstrated knowledge of purchasing policies, processes, procedures, client departments, external suppliers, and specialized product knowledge and understanding of their application.
- Demonstrated excellent negotiation skills.
- Demonstrated excellent judgment and proven analytical skills.
- Demonstrated ability to manage routine correspondence, multiple tasks/projects, diversified workload and rapidly changing priorities and challenging deadlines.
- Demonstrated advanced computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and Material Management systems.
- Demonstrated ability to work effectively and efficiently as a team member in a fast paced environment.
- Demonstrated interpersonal and communication skills.
- Demonstrated compliance with HSN’s privacy policy.
- Demonstrated commitment to the safety of co-workers and patients.

- Successful Criminal Record Judicial Matters Check (CRJMC) is required.
