Health Sciences North (HSN) is seeking an innovative individual for the position of CQI Manager, North East Cancer Centre to lead departmental planning related to continuous performance improvements and quality, risk management, patient and staff safety, emergency preparedness, and selected special projects, while ensuring that departmental performance meets or exceeds provincial targets as outlined by the annual Integrated Cancer Performance (ICP) Agreements from Ontario Health – Cancer Care Ontario (OH-CCO).

The ideal candidate will have a minimum of a four (4) year Bachelor’s Degree with a specialization in Medical Science, Quality Risk Management, or in a health-related field, from an accredited university. We are looking for someone with a minimum of five (5) years’ experience working within a cancer centre, as well as a minimum of two (2) years’ experience working in a leadership/supervisory role and process or performance improvement, preferably in a health care environment.

Candidates that possess Master’s Degree or actively pursuing a Master’s in Business or Health Administration and Additional specialized training in organizational excellence is preferred.

 

DEPARTMENT OVERVIEW

The Shirley and Jim Fielding Northeast Cancer Centre (Cancer Centre) of Health Sciences North (HSN) is one of fourteen cancer programs in Ontario. The Cancer Centre is a Cancer Care Ontario (CCO) partner which serves a population of more than 600,000 in Northeastern Ontario.

 

The Cancer Centre in Sudbury was opened in November 1990 to provide Radiation Treatment, Chemotherapy and Supportive Care Services to the residents of Northeastern Ontario.  The Cancer Centre currently receives over 3000 new cancer patients each year, and  conducts approximately 15,000 chemotherapy visits and 38,000 radiation therapy visits, saving Northern Ontario residents afflicted with cancer and their families the cost and inconvenience of traveling to Southern Ontario for treatment.

KEY FUNCTION

Lead departmental planning related to continuous performance improvements and quality, risk management, patient and staff safety, emergency preparedness, and selected special projects, while ensuring that departmental performance meets or exceeds provincial targets as outlined by the annual Integrated Cancer Performance (ICP) Agreements from Ontario Health – Cancer Care Ontario (OH-CCO).

 

REPORTING   

Under the general direction of the Administrative Director, North East Cancer Center.

 

DUTIES:

  1. Direct the annual work plans for ongoing achievement of the goals and objectives set forth by OH-CCO and HSN.
  2. Plan and manage special projects initiated by OH-CCO as outlined in the annual ICP agreements.
  3. Ensure NECC is up to date regarding all accreditation requirements.
  4. Support managers and teams with Required Organizational Practices (ROP’s), quality boards and meeting accreditation standards through focused quality improvement work.
  5. Liaise with internal and external stakeholders to ensure integrity and accuracy of data quality (e.g. Acute Leukemia data).
  6. Guide, motivate, monitor and supervise staff in achieving adherence to policy, standards, and best practices.
  7. Provide leadership during performance measurement, including data quality, analysis, and dissemination of findings of key reports.
  8. Coordinate the implementation and monitoring of new electronic processes of physicians, nurses and clerical staff within the program and assist in the advancement towards a paperless health record.
  9. Manage the responsibilities and performance of Nurse Clinicians in the North East Cancer Centre (NECC).
  10. Ensure staff orientation and ongoing education programs meet provincial and accreditation standards (e.g. maintenance and upgrading of skills) and the expectations of patients and families.
  11. Establish an effective departmental complaint resolution process in consultation with the NECC administrative team and Patient Quality and Safety department, inclusive of patient and family advisors.
  12. Organize, develop, implement, manage and evaluate departmental disaster and emergency preparedness policies, education programs, drills, case studies, table-top, and disaster simulation exercises for NECC staff.
  13. Ensure departmental compliance with all Health and Safety and unit-related specific processes, policies, and procedures in consultation with the leadership team.
  14. Work with other clinical managers to ensure collaborative management of the clinical operations of the NECC.
  15. Evaluate patient care and satisfaction on an ongoing basis and formulate solutions for improvement.
  16. Work with clinical managers and patient advisors on process changes that achieve targets for completion of patient experience surveys, including Your Voice Matters (YVM) and Your Symptoms Matter (YSM).
  17. Provide hospital wide, on-call coverage for problems and serious issues after hours and on weekends according to scheduled rotation as required.
  18. Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
  19. Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
  20. Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
  21. Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
  22. Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
  23. Collaborate with internal and external stakeholders/organizations/community groups and patient and family advisors to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
  24. Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
  25. Represent the department or program on various committees and in meetings as required. 
  26. Perform other duties as required. 

 

QUALIFICATIONS

EDUCATION AND TRAINING: 

  1. Minimum of a four (4) year Bachelor’s Degree with a specialization in Medical Science, Quality Risk Management, or in a health-related field, from an accredited university.
  2. Master’s Degree or actively pursuing a Master’s in Business or Health Administration is preferred.
  3. Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.
  4. Additional specialized training in organizational excellence is preferred.

 

EXPERIENCE: 

  1. Minimum of five (5) years’ experience working within a cancer centre.
  2. Minimum of two (2) years’ experience working in a leadership/supervisory role and process or performance improvement, preferably in a health care environment.
  3. Training or recent experience in the development and implementation of policies and procedures, and report writing is required.
  4. Training or recent experience with project management is required.

 

KNOWLEDGE/SKILLS/ABILITIES: 

  1. Demonstrated knowledge of the Ontario Cancer System and Cancer Care Ontario.
  2. Demonstrated superior knowledge and understanding of a variety of groups of stakeholders, both within and outside of the hospital.
  3. Demonstrated time management, project management, organizational, and problem-solving skills.
  4. Demonstrated excellent presentation skills.
  5. Demonstrated ability to coach, advise and teach others using the principles of adult learning.
  6. Demonstrated training, experience or utilization of lean methodology for process improvement.
  7. Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
  8. Demonstrated knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.
  9. Ability to use tact and discretion in dealing with health care providers and employees.
  10. Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
  11. Demonstrated superior interpersonal and communication skills, both written and verbal.
  12. Demonstrated commitment to the safety of co-workers and patients.
