Health Sciences North (HSN) is seeking an innovative individual for the position of CQI Manager to lead departmental planning related to performance improvements, quality and risk management, patient and staff safety, emergency preparedness, and selected special projects, while ensuring that departmental performance meets or exceeds standards described in the Ontario Hospital Association (OHA), Ministry of Health and Long-Term Care (MOHLTC), Accreditation Canada, Ontario Surgical Quality Improvement Network (ON-SQIN) and in other provincial and national standards. You will develop, improve, and spread a culture of Continuous Quality Improvement (CQI) by using lean methodologies.

The ideal candidate will have a minimum of a four (4) year Bachelor’s Degree with a specialization in Medical Science, Quality Risk Management, or in a health-related field, from an accredited university. We are looking for someone with a minimum of training or recent experience in the development and implementation of policies and procedures.

Candidates that possess a Master’s Degree or actively pursuing a Master’s in Business or Health Administration is preferred.

The Surgical Program offers a comprehensive range of services spanning a wide continuum of care for surgical patients. As a regional program serving more than 500,000 residents from all parts of North Eastern Ontario, the Surgical Program at the Health Sciences North performs over16,000 surgeries each year in many specialty areas.

KEY FUNCTION

Lead departmental planning related to performance improvements, quality and risk management, patient and staff safety, emergency preparedness, and selected special projects, while ensuring that departmental performance meets or exceeds standards described in the Ontario Hospital Association (OHA), Ministry of Health and Long-Term Care (MOHLTC), Accreditation Canada, Ontario Surgical Quality Improvement Network (ON-SQIN) and in other provincial and national standards. Develop, improve, and spread a culture of Continuous Quality Improvement (CQI) by using lean methodologies.

 

REPORTING

Under the general direction of the Administrative Director, Surgical.

 

DUTIES:

  1. Establish, implement, and maintain the Surgical Program Quality Assurance/Risk Management program.
  2. Lead activities required to achieve performance deliverables set out by the ON-SQIN.
  3. Provide collaborative management and coverage of the Surgical Program operations.
  4. Ensure the Surgical Program leadership team is prepared for site visits and surveys by licensing/accrediting agencies.
  5. Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
  6. Lead performance measurement activities around data quality, analysis, and dissemination of findings of key reports (e.g. Hospital Report Series, Canadian Institute for Health Information (CIHI), National Ambulatory Care Reporting System (NACRS), and Decision Support). 
  7. Direct the maintenance and ongoing development of the Surgical Program performance measurement system to track key performance measures related to departmental strategic planning.
  8. Lead departmental risk management processes (e.g. legal and contract reviews, claims management, and incident/accident reporting) and ensure the implementation of processes complies with the Quality of Care Information Protection Act (QCIPA) and provincial privacy legislation.    
  9. Develop, implement, manage, and evaluate Surgical Program activities and policies related to disaster and emergency preparedness.
  10. Establish an effective departmental complaint resolution process in consultation with the Surgical Program administrative team and Quality Risk Management department.
  11. Lead and implement departmental service excellence initiatives; oversee Awards Recognition program
  12. Provide hospital wide, on-call coverage for problems and serious issues after hours and on weekends according to scheduled rotation.
  13. Ensure departmental compliance with all Health and Safety (H&S), Infection Control, and unit-related specific processes, policies, and procedures in consultation with the leadership team.
  14. Coordinate and assist with staff educational sessions.
  15. Educate employees on CQI initiatives, including how to recommend and apply disciplinary action in conjunction with the Surgical Program leadership team.
  16. Act as a liaison between patients, families, and departments to ensure the needs of patients and families are addressed in an effective and timely manner.
  17. Guide, motivate, monitor and supervise staff, develop standards of performance, evaluate performance and make recommendations on disciplinary action if required.
  18. Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
  19. Evaluate patient care and satisfaction on an ongoing basis and formulate solutions for improvement.
  20. Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
  21. Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
  22. Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
  23. Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
  24. Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
  25. Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
  26. Represent the department or program on various committees and in meetings as required. 
  27. Perform other duties as required. 

 

QUALIFICATIONS

 

EDUCATION AND TRAINING:

  1. Minimum of a four (4) year Bachelor’s Degree with a specialization in Medical Science, Quality Risk Management, or in a health-related field, from an accredited university.
  2. Master’s Degree or actively pursuing a Master’s in Business or Health Administration is preferred
  3. Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

 

EXPERIENCE: 

  1. Minimum of five (5) years’ experience working in a Surgical Program within a health care environment.
  2. Minimum of two (2) years’ working in a leadership/supervisory role, preferably in a health care environment.
  3. Training or recent experience in the development and implementation of policies and procedures, and report writing is required.

 

KNOWLEDGE/SKILLS/ABILITIES: 

  1. Demonstrated superior knowledge and understanding of a variety of groups of stakeholders, both within and outside of the hospital. 
  2. Demonstrated time management, project management, organizational, problem-solving, and team building skills.
  3. Demonstrated excellent presentation and public relations skills.
  4. Demonstrated ability to coach, advise and teach others using the principles of adult learning.
  5. Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
  6. Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
  7. Demonstrated knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.
  8. Ability to use tact and discretion in dealing with health care providers and employees.
  9. Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
  10. Demonstrated superior interpersonal and communication skills, both written and verbal.
  11. Demonstrated commitment to the safety of co-workers and patients.
