KEY FUNCTION:
Act as a role model and liaison between all staff and management in the Biomedical Engineering department. Assist Manager with determining staffing needs, identifying problems and ensuring that daily biomedical equipment service and support is provided in a timely manner and in accordance with legislative requirements, manufacturer specifications and published standards.
REPORTING:
Under the general direction of the Manager, Biomedical Engineering.
DUTIES:
- Act as a management resource for workflow and departmental planning; coordinate staffing schedules and identify staffing needs.
- Approve scheduling changes, including requests for overtime, vacation and changes to the On-Call/Standby roster.
- Provide medical device service and support which includes on-call rotation; complete the technical aspects of end user education, incident investigation, incoming inspections, installations and evaluations.
- Assist with the administration of the departmental budget, including providing input on budget estimates, monitoring costs and approving minor expenditures.
- Responsible for Emergency Care Research Institute (ECRI) medical equipment recall notices,weekly action items, review and distribution.
- Responsible for the annual calibration of biomedical test equipment/standards.
- Assist the Manager with the capital equipment planning process.
- Assist with the review and development of all departmental policies, procedures and standards of work.
- Assist with the annual review and development of the Biomedical Engineering Department Service Level Agreement, contracted external clients and biomedical services.
- Supervise daily operations, assign daily demand requests-for-service (RFS), coordinate workload estimation and assign monthly preventive maintenance allocations with established standards of work.
- Assist with reviewing preventive maintenance intervals and procedural changes that deviate from manufacturers recommended practice.
- Assist with orientation of new staff.
- Assign, direct and delegate staff according to capabilities and service priorities.
- Assist with the evaluation of staff performance by providing immediate and ongoing feedback to staff and inform the Manager of performance issues.
- Review Original Equipment Manufacturer (OEM)/Third Party education calendars and assign staff to attend as required and as the budget permits.
- Provide direction to staff and intervene as required; report errors and equipment related incidents to the Manager for appropriate follow-up.
- Consult with other members of the HSN health care team to assess, plan, implement and evaluate biomedical service and service response.
- Maintain frontline biomedical service proficiency, perform a full range of technical duties and procedures related to the departments core services.
- Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
- Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
- Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
- Educate and promote health, safety and wellness in the work place.
- Represent the department or program on various committees and in meetings as required.
- Perform other duties as required.
QUALIFICATIONS
EDUCATION AND TRAINING:
- Minimum of a three (3) year diploma in Electronics/Instrumentation Technology or in Biomedical Engineering Technology from an accredited college.
- Current certification in good standing with Ontario Association of Certified Engineering Technicians and Technologists (OACETT) is required.
- Current certification as a Certified Biomedical Engineer Technologist in good standing with Canadian Medical and Biological Engineering Society (CMBES) is required.
- Relevant biomedical factory service training (e.g., anesthesia machines, physiologic monitoring, ventilators).
- Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.
EXPERIENCE:
- Minimum of five (5) years’ relevant experience working in a biomedical engineering environment.
KNOWLEDGE/SKILLS/ABILITIES:
- Demonstrated ability to coach, advise and teach others using the principles of adult learning.
- Demonstrated knowledge of Canadian Standards Association (CSA) and other related safety standards/legislation as they apply to medical devices and systems.
- Demonstrated ability to analyze, plan, and implement, solutions to complex technical problems.
- Demonstrated expertise in the technical aspects of end user education, incident investigation, incoming inspections, installations and evaluations.
- Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
- Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
- Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
- Demonstrated superior interpersonal and communication skills, both written and verbal.
- Demonstrated effective time management and organizational skills with the ability to organize and prioritize as required.
- Demonstrated discretion and maturity when handling confidential information.
- Demonstrated commitment to the safety of co-workers and patients.
PERSONAL SUITABILITY:
- Successful Criminal Record Judicial Matters Check (CRJMC) is required.
- Ability to use tact and discretion in dealing with health care providers and employees.
- Demonstrated commitment to ongoing professional development.
- Demonstrated professionalism in dealing with confidential and sensitive issues.
- Demonstrated positive work record and good attendance record.
- Ability to meet the physical and sensory demands of the job.
- Valid driver’s license with access to reliable vehicle.
- Willingness to travel occasionally within Northern Ontario.
- Ability to travel between local sites.
