KEY FUNCTION: 

Oversee the implementation, management and daily operations of all clinical services within the new Extensive Needs Services (ENS) Programs locally and across the North. Manage human and fiscal resources, collaborate with community partners on ENS, undertake project activities including research, Ministry reporting requirements, planning and the coordination of human resources, financials and clinical ENS across Northern Ontario.  Act as the lead representative in regards to linkages, alignment, and coordination of community ENS.

 

REPORTING: 

Under the general direction of the Administrative Director, NEO Kids, Family and Women’s+ Program.

 

DUTIES:               

  1. Collaborate with Northern community partners and identify ENS requirements; develop the required framework for the North and build local clinical pathways/plans for each community and the central hub.
  2. Lead the development, implementation, and evaluation of ENS within the North in collaboration with community partners.
  3. Design, promote, facilitate and monitor the use of finances, Health Human Resources (HHR) and systems within each site; ensure the provision of patient care is consistent with program requirements, professional standards and evidence based best practice.
  4. Develop and build a clinical team for the North to support spoke sites in the form of clinical consultation, education, professional development, advocacy, and for patient-care review.
  5. Provide ENS leadership and support to community professionals, pediatric mental health, pediatric services, child protection services through collaborative programming, policies, mentoring and professional development.
  6. Determine and document staffing, space, equipment, supply, funding and service requirements for central and spoke sites; select and purchase equipment and supplies as budgeted/approved. 
  7. Monitor data compliance of each site, review REDCap submissions, trends, waitlists, performance indicators, and site-specific data; submit reports to respective sites and Ministries.
  8. Lead community ENS meetings, evaluate financial decisions/reporting, analyze statistical reports, submit scorecards and provide performance feedback/evaluations to the spoke sites and other community/provincial stakeholders.
  9. Develop goals, objectives, and procedures to establish and implement ENS and operations using quality improvement principles.
  10. Develop, review and revise policies and procedures and medical directives to ensure excellent delivery of service; ensure administrative policies and procedures are followed across all sites.
  11. Create and facilitate on-call supports for ENS sites and patients, provide community and regional coverage for ENS.
  12. Develop annual budgets and assume fiscal accountability of the Northern operation according to approved budget.
  13. Evaluate patient care, satisfaction and all other Ministry data requirements on an ongoing basis and formulate solutions for improvement.
  14. Manage human resources which include: recruitment, selection and training.
  15. Guide, motivate, monitor and supervise staff, develop standards of performance, evaluate performance and make recommendations on disciplinary action as required.
  16. Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
  17. Provide hospital wide, on-call coverage for problems and serious issues after hours and on weekends according to scheduled rotation.
  18. Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
  19. Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
  20. Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
  21. Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
  22. Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
  23. Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
  24. Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
  25. Represent the department or program on various committees and in meetings as required. 
  26. Perform other duties as required. 

 

QUALIFICATIONS

EDUCATION AND TRAINING: 

  1. Minimum of a four (4) year Bachelor’s Degree with a specialization in a health-related field from an accredited university.
  2. Master’s Degree or actively pursuing a Master’s in a health-related field is preferred.
  3. Current Certificate of Registration in good standing with an applicable regulatory college is required.
  4. Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

 

EXPERIENCE: 

  1. Minimum of two (2) years’ working in a leadership/supervisory role, preferably in a pediatric health care environment.
  2. Minimum of two (2) years’ experience working in a pediatric department within a health care environment.
  3. Training or recent experience in funding/proposal writing, statistical analysis, and Ministry reporting.

 

KNOWLEDGE/SKILLS/ABILITIES: 

  1. Demonstrated superior knowledge of the application of the Personal Health Information Protection Act (PHIPA), Duty to Report, and Canadian Law as it pertains to abuse and the pediatric population.
  2. Demonstrated ability to analyze, research and implement evidence-based practice into policy and procedure development and clinical practice.
  3. Demonstrated superior knowledge and understanding of a variety of groups of pediatric stakeholders, both within and outside of the hospital and across Northern Ontario. 
  4. Demonstrated time management, organizational, team-building, critical thinking, and problem-solving skills.
  5. Demonstrated ability to develop, monitor, administer and report on budgets.
  6. Demonstrated ability to coach, advise and teach others using the principles of adult learning.
  7. Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
  8. Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
  9. Demonstrated knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.
  10. Ability to use tact and discretion in dealing with health care providers and employees.
  11. Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
  12. Demonstrated superior interpersonal and communication skills, both written and verbal.
  13. Demonstrated commitment to the safety of co-workers and patients.
