KEY FUNCTION:
Enable the organization’s evolving enterprise data strategy and support the long-term modernization of its analytics infrastructure. Support a diverse range of data systems related to clinical care, business, research, and organizational operations, to inform and advance healthcare delivery and decision-making. Provide technical and subject matter expertise in data engineering and database administration as part of a multidisciplinary team to solve complex and emerging challenges.
REPORTING:
Under the general direction of the Data/Information Strategist, Software and Data Engineering.
DUTIES:
- Design, develop, and maintain, well-structured data architectures, including SQL Server–based data models and pipelines.
- Design, develop, and maintain data warehousing solutions and models using dimensional, relational, and other techniques to support data analytics, reporting, and integration.
- Build and maintain robust Extract, Transform, Load (ETL) processes and data pipelines to support the integration, transformation, and delivery of data across systems.
- Design, develop, and support custom data systems and business intelligence solutions to meet diverse clinical, business, and operational needs.
- Use industry-standard tools (e.g., Microsoft Azure DevOps, ManageEngine ServiceDesk Plus) for source control, work tracking, service management, and collaborative solution delivery.
- Lead or participate in systems and business analysis to identify source systems, inform architecture, and support the full lifecycle of data solutions.
- Configure, administer, and optimize enterprise data platforms (e.g. Microsoft SQL Server, SQL Server Integration Services (SSIS), SQL Server Reporting Services (SSRS), and Power BI Report Server (PBIRS)).
- Monitor and tune performance across the enterprise data ecosystem to ensure high availability, reliability, accuracy, and security.
- Ensure strong adherence to relevant regulatory and data governance policies and standards (e.g. Personal Health Information Protection Act (PHIPA), Freedom of Information and Protection Act (FIPPA)) and organizational policies and standards.
- Support data quality and governance initiatives through validation, metadata documentation, and adherence to enterprise data standards.
- Apply both agile and traditional project management methodologies to coordinate solution delivery (e.g. user acceptance testing (UAT), documentation, and stakeholder engagement).
- Research emerging technologies and data practices to inform continuous improvement and modernization initiatives.
- Collaborate with business units, vendors, and technical teams to define service expectations, develop service level agreements (SLAs), and prepare statements of work, cost estimates, and timelines.
- Provide end-user support, training, and troubleshooting for developed solutions.
- Maintain up-to-date knowledge of relevant legislation, standards, and best practices, in privacy, security, and healthcare data governance.
- Participate in after-hours support as required.
- Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
- Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
- Educate and promote health, safety and wellness in the work place.
- Represent the department or program on various committees and in meetings as required.
- Perform other duties as required.
QUALIFICATIONS
EDUCATION AND TRAINING:
- Minimum of a three (3) year college diploma in Computer Science, Information Technology, Data Engineering, or a related field from an accredited college.
- Additional certifications in relevant technologies (e.g., Microsoft Certified, etc.) is preferred.
- Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required
EXPERIENCE:
- Minimum of five (5) years experience in data engineering, database administration, and custom data system development in a production environment.
- Advanced experience with SSIS, including development, deployment, troubleshooting, and performance optimization of complex ETL workflows is required.
- Experience with data performance monitoring and optimization using industry standard tooling is preferred.
- Experience in healthcare or other highly regulated environments is preferred.
KNOWLEDGE/SKILLS/ABILITIES:
- Demonstrated expertise in SQL Server-based platforms, including the development of ETL pipelines, data models, and business intelligence solutions.
- Demonstrated strong understanding of Transact-SQL (T-SQL) for query development, optimization, stored procedures, and automation scripts.
- Demonstrated proficiency in data modeling techniques (e.g. relational, non-relational, dimensional, flat file, etc.) for data analytics and warehousing.
- Demonstrated competency with C# for developing custom components in SSIS, scripting tasks, or system integrations.
- Demonstrated advanced knowledge and experience with Microsoft SQL Server, including configuration, security, performance tuning, and high-availability deployments in a production environment.
- Demonstrated proficient in SQL Server Reporting Services (SSRS) and Power BI Report Server (PBIRS), including administration, configuration, report deployment, data source configuration, and scheduled data refreshes.
- Demonstrated experience managing source control, release pipelines, and development workflows using Microsoft Azure DevOps.
- Demonstrated proficiency in data ecosystem performance monitoring and tuning.
- Demonstrated familiarity with unstructured and semi-structured data formats (e.g., JSON, XML) and platforms.
- Demonstrated knowledge of cloud-based data services (e.g., Azure SQL, Azure Data Factory) is preferred.
- Demonstrated strong understanding of enterprise data architecture and data lifecycle management.
- Demonstrated ability to perform systems analysis and business analysis.
- Demonstrated knowledge of project management and solution delivery methodologies Agile and traditional.
- Demonstrated knowledge of PHIPA, FIPPA, and best practices for securing personal and health data.
- Demonstrated knowledge of data governance, data quality and metadata management best practices.
- Demonstrated knowledge of Hospital Information Systems (HIS) and healthcare data workflows if preferred.
- Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
- Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
- Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
- Demonstrated superior interpersonal and communication skills, both written and verbal.
- Demonstrated ability to manage routine correspondence, multiple tasks/projects, diversified workload and rapidly changing priorities and challenging deadlines.
- Demonstrated discretion and maturity when handling confidential information.
