KEY FUNCTION:
Lead the development, implementation, and continuous improvement of HSN’s enterprise Data Governance Framework. Oversee governance, data quality, and stewardship programs to ensure data is accurate, trusted, accessible, and aligned with regulatory and organizational requirements. Provide leadership and coordination of data governance initiatives across HSN and regional partners, embedding governance practices into operations and supporting strategic decision-making, performance reporting, and compliance obligations.
REPORTING:
Under the general direction of the Director, Data Strategy & Analytics.
DUTIES:
- Lead the planning, execution, and continuous improvement of enterprise data governance initiatives.
- Provide leadership and oversight to the Data Stewardship Program; support Data Stewards and Data Owners as part of the organization’s Data Governance Framework.
- Maintain and report on the Data Governance Roadmap aligned to organizational priorities.
- Lead the Data Governance Awareness and Literacy Program.
- Lead and participate in cross-functional governance working groups and ensure alignment across data domains.
- Identify, assess, and mitigate data governance risks; support audits, risk assessments, and compliance reviews.
- Ensure consistent adoption of governance practices across clinical, operational, and administrative domains.
- Represent the Data Governance office at leadership forums and working groups.
- Lead the development, documentation and maintenance of data governance policies, standards, and procedures.
- Establish standards for data definitions, metadata, data access, and retention.
- Coordinate governance approval processes and ensure regulatory compliance.
- Support the execution of the Data Quality Strategy including profiling, validation, and remediation.
- Establish and monitor data quality KPIs and conduct root-cause analysis on data issues.
- Facilitate certification of key organizational metrics.
- Ensure adherence to data protection, privacy legislation, and regulatory requirements.
- Support implementation of data governance tools, catalogues and metadata repositories, and the embedding of automated data quality checks into data pipelines.
- Collaborate with Decision Support and Data Engineering teams to align data governance with system architecture.
- Develop reporting to measure governance maturity and performance.
- Provide updates to leadership on governance progress and risks.
- Provide leadership and mentorship across governance initiatives.
- Support recruitment and development of governance roles.
- Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
- Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
- Contribute to learner development by providing academic support, mentorship, preceptorship and supervision as required.
- Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
- Educate and promote health, safety and wellness in the work place.
- Represent the department or program on various committees and in meetings as required.
- Perform other duties as required.
QUALIFICATIONS
EDUCATION AND TRAINING:
- Minimum of a three (3) year Diploma in Computer/Information Systems, Data Management, or related field, from an accredited college.
- Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.
EXPERIENCE:
- Minimum five (5) years’ experience in data governance, data management, or related domains within a healthcare environment.
- Experience leading enterprise initiatives within a healthcare environment is preferred.
KNOWLEDGE/SKILLS/ABILITIES:
- Demonstrated knowledge of data governance frameworks (e.g. DAMA-DMBOK, DCAM).
- Demonstrated knowledge of data quality, privacy, and regulatory requirements.
- Demonstrated strong analytical, problem-solving skills.
- Demonstrated ability to influence cross-functional teams.
- Demonstrated knowledge of industry standard information technologies, methodologies, and best practices.
- Demonstrated knowledge of health care and internal hospital practices and procedures (e.g. functions of hospital areas, privacy, and confidentiality).
- Demonstrated ability to understand and apply HSN and departmental policies.
- Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
- Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
- Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
- Demonstrated superior interpersonal and communication skills, both written and verbal.
- Demonstrated ability to manage routine correspondence, multiple tasks/projects, diversified workload and rapidly changing priorities and challenging deadlines.
- Demonstrated discretion and maturity when handling confidential information.
- Demonstrated commitment to the safety of co-workers and patients.
