KEY FUNCTION

Analyze, interpret, consult, present, and make recommendations on information to support strategic evidence-based decision-making. Collect and organize data from various information systems and integrate data into useful formats.

 

REPORTING

Under the general direction of the Director, Decision Support.

 

DUTIES:

  1. Develop, monitor, and manage quality assurance processes on datasets to ensure data integrity.
  2. Use relational database functions and features to extract, manipulate, interpret, analyze, and present data from internal and external sources (e.g. Canadian Institute for Health Information (CIHI), Meditech, Mosaiq, B-Care, Med2020, IntelliHEALTH, NRS, et al.) through ad hoc and regular reporting to meet the needs of stakeholders.
  3. Maintain and adapt existing reports as provisioning standards and subject requirements evolve
  4. Work collaboratively with data producers/owners and Information Technology (IT) to develop methodologies for streamlining and automating the manual processes.
  5. Provide guidance and expertise regarding indicator and metric development for performance monitoring.
  6. Develop a HSN-wide clinical and business intelligence system, including documenting business requirements, writing reports, and creating performance metrics.
  7. Prepare ad-hoc reports to assist with day-to-day business use, corporate priorities, projects, data quality, and validation purposes.
  8. Recognize datasets from different sources, and create ways to integrate information to find underlying trends and opportunities.
  9. Maintain data dictionaries, maps and functions across various SQL Server databases.
  10. Provide expertise and support to meet data queries and information validation requirements of external stakeholders (e.g. Ontario Health (OH) and the Ministry of Health and Long Term Care (MoHLTC)).
  11. Act as a subject matter expert on Health System Funding Reforms (HSFR), such as Quality Based Procedures (QBP) and Patient Based Funding.
  12. Provide leadership regarding data requirements across multiple platforms and databases.
  13. Act as a data lead for new and existing initiatives, and for external data requests.
  14. Provide on-going education to all levels of staff on various topics, including the importance of data quality.
  15. Provide on-going guidance, training, and support of Decision Support tools.
  16. Work collaboratively with decision makers, system owners, and end users to facilitate evidence-based decision-making and reporting requirements that align with HSN’s strategic directions.
  17. Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
  18. Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
  19. Educate and promote health, safety and wellness in the work place.
  20. Represent the department or program on various committees and in meetings as required. 
  21. Perform other related duties as required. 

 

QUALIFICATIONS

 

EDUCATION AND TRAINING: 

  1. Minimum of a four (4) year Bachelor’s Degree in a related discipline (Computer Science, Health Informatics, Health Administration, Business, Economics, Health Sciences or Engineering) from an accredited University.
  2. Master’s Degree in a related discipline (Computer Science, Health Informatics, Health Administration, Business, Economics, Health Sciences or Engineering) is preferred.
  3. Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

 

EXPERIENCE: 

  1. Minimum of three (3) years’ experience working in a health care environment.
  2. Training or recent experience with CIHI databases (e.g. Discharge Abstract Database (DAD), National Rehabilitation Reporting System (NRS), National Ambulatory Care Reporting System (NACRS)), Meditech, and IntelliHEALTH Ontario.

 

KNOWLEDGE/SKILLS/ABILITIES: 

  1. Demonstrated advanced ability in writing Structured Query Language (SQL) scripts.
  2. Demonstrated superior reporting skills with the ability to use software tools, including Crystal Reports and SQL Server Reporting Services (SSRS) and Microsoft Excel.
  3. Demonstrated advanced proficiency in Hospital Information Systems (HIS), including Meditech, B Care, and Mosaiq is preferred.
  4. Demonstrated excellent judgment and proven analytical skills.
  5. Demonstrated training, experience or utilization of lean methodology for process improvement.
  6. Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
  7. Demonstrated excellent computer skills with proficiency in Microsoft Office software, e.g. Word, Excel, Power Point and Outlook.
  8. Demonstrated superior interpersonal and communication skills, both written and verbal.
  9. Demonstrated ability to manage routine correspondence, multiple tasks/projects, diversified workload and rapidly changing priorities and challenging deadlines.
  10. Demonstrated discretion and maturity when handling confidential information.
  11. Demonstrated commitment to the safety of co-workers and patients.
