Health Sciences North (HSN), one of Canada’s Top 40 research hospitals and Northern Ontario’s largest hospital, is seeking a candidate to fill the role of Director, Coordinated Access & Central Intake. Under the direction of the Chief Information & Privacy Officer, the successful incumbent will provide direction to the North Eastern (NE) Ontario region in the development, adoption, implementation and evaluation of the regional scale central intake (CI) model including diagnostic imaging and surgical domains. The Director will direct the implementation of a regional physician credentialing service across NE Ontario to digitally enable the annual reappointment of physician credentialing for all hospitals across NE Ontario.
The successful candidate will have a Master’s Degree in Health Administration, Business Administration, or equivalent from an accredited university and a minimum of five (5) years’ experience working in a leadership/supervisory role, preferably in a health care environment. Preference will be given to candidates with a Project Management Professional (PMP) designation from the Project Management Institute (PMI), training or recent experience with project management, and experience working with data management software.

KEY FUNCTION:
Provide direction to the North Eastern (NE) Ontario region in the development, adoption, implementation and evaluation of the regional scale central intake (CI) model including diagnostic imaging and surgical domains. REPORTING:
Under the general direction of the Chief Information and Privacy Officer.
DUTIES:
- Direct and oversee the development, implementation and evaluation of short and long-term plans for the CI program.
- Provide leadership in the development of a clearly defined governance and accountability structure, with HSN as the lead agency and in the development of access to services and initiatives in response to the current and future needs of NE Ontario.
- Provide leadership in the establishment of central intake in the North East for clinical pathways.
- Initiate and lead change effectively within the program and provide support across the organization and the NE for change that aligns with HSN’s, Ontario Health (OH) North’s and OH Provincials strategic directions.
- Assess impacts of central intake, eReferral and other coordinated access programs in NE hospitals and referring providers.
- Develop annual operating plans that align with provincial directives, human resource requirements and ensures the program stays within budget; advocate and secure resources for initiatives and process improvement.
- Direct human resources which include: recruitment, selection, training.
- Work with internal and external partners to plan, develop, and implement a regional CI system inclusive of onboarding all hospitals to the Wait-Time Information System (WTIS), the Central Waitlist Management, eReferral and routing systems; work in collaboration with other agencies (i.e. OH Teams, OH North, OH Provincial, eServices, and the eCentre of Excellence).
- Direct the expansion of coordinated access programs to additional clinical pathways for the NE region as the system matures.
- Formalize complementary work streams related to wait times information system onboarding and regional credentialing for all participating hospitals in the NE.
- Lead in capacity building by establishing formalized ongoing education for regional stakeholders (e.g. allied health and physicians) in collaboration with OH North East’s Digital Health team.
- Identify areas amenable to an information technology solution (e.g., centralized referral and assessment, telemedicine and virtual care, and regional operating room management).
- Develop a regional performance management framework and quality improvement plan focused on improving outcomes and reducing wait times, in alignment with provincial quality metrics.
- Lead community engagement with various stakeholders (e.g., patients and families, physicians, administrators, etc.) to develop a communications strategy and effective change management plan.
- Guide, motivate, monitor and supervise staff, develop standards of performance, evaluate performance and make recommendations on disciplinary action as required.
- Develop annual budgets and assume fiscal accountability of the departmental operation according to approved budget.
- Provide hospital wide, on-call coverage for problems and serious issues after hours and on weekends according to scheduled rotation.
- Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
- Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
- Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
- Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
- Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
- Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
- Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
- Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
- Represent the department or program on various committees and in meetings as required.
- Perform other duties as required.
QUALIFICATIONS
EDUCATION AND TRAINING:
- Minimum of a Master’s Degree in Health Administration, Business Administration, or equivalent from an accredited university.
- Project Management Professional (PMP) designation from the Project Management Institute (PMI) or equivalent is preferred.
- Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.
EXPERIENCE:
- Minimum of five (5) years’ experience working in a leadership/supervisory role, preferably in a health care environment.
- Training or recent experience with project management is preferred.
- Experience working with data management software is preferred.
