Health Sciences North (HSN), one of Canada’s Top 40 research hospitals and Northern Ontario’s largest hospital, is seeking a candidate to fill the role of Director, Data Strategy and Analytics. Under the direction of the Chief Financial Officer, the Director will drive data-led decision making through data analytics, data mining, data visualization, data tools and infrastructure. This role will be pivotal in providing insights that drive performance and quality outcomes. The Director will provide strategic oversight as a hands-on technical expert and establish a deep understanding of data needs across the organization to translate business strategies into data metrics, and ensure data-driven decision-making.

 

The successful candidate will have a Master’s Degree in mathematics, statistics, data management/analysis, computer science, data science or engineering, or in a related field, from an accredited university and a minimum of five (5) years’ management experience, preferably in a health care environment, with experience leading data and analytics teams. Preference will be giving to experience with data visualization and business intelligence tools (e.g. PowerBI).

KEY FUNCTION:

Oversee and manage data governance and compliance, work collaboratively with senior stakeholders to achieve departmental goals and performance improvement while maintaining the vision and strategic direction of HSN. Provide strategic oversight as a hands-on technical expert and establish a deep understanding of data needs across the organization.  Translate business strategies into data metrics, and ensure data-driven decision-making.

 

REPORTING

Under the general direction of the Chief Financial Officer. 

 

DUTIES:  

  1. Build and manage a high-performing analytics team, focusing on generating meaningful business insights and developing analytical models.
  2. Provide leadership in the development and implementation of an enterprise data strategy that aligns with the hospital’s goals and strategic priorities; create a roadmap for data capabilities and insights (e.g. data intake, sources, database design and data integrity).
  3. Lead the development of Business Intelligence (BI) reporting, dashboards, and analytics to identify trends and opportunities.
  4. Strengthen a data quality management strategy for the organization; develop and implement data quality practice (e.g. validation, cleaning and monitoring). 
  5. Drive the adoption of data governance principles and practices to enhance data quality and support strategic business objectives.
  6. Develop and lead initiatives to improve data literacy across the organization (e.g. training programs and self-service analytics tools) to empower staff to interpret and use data effectively.
  7. Develop annual operating plans that align with the HSN’s programs and directives; ensure the program stays within budget.
  8. Contribute to, and facilitate the achievement of the specific objectives determined for the decision support/BI functions through the development of long range strategies to support and ensure the successful realization of corporate strategic direction.
  9. Provide strategic leadership and direction to drive transformational change in order to redesign the processes and the tools utilized for the provision of data and analytics that drive operations.
  10. Collaborate with database administrators and data providers in the development of data models that will best meet the decision support needs of the organization.
  11. Support Clinical programs in assessing and understanding performance indicators in order to capitalize on opportunities to drive efficiency.
  12. Promote and advocate the adoption and application of quality improvement methodology and its guiding principles across the program.
  13. Develop annual budgets and assume fiscal accountability of the departmental operation according to approved budget.
  14. Manage human resources which include: recruitment, selection and training.
  15. Guide, motivate, monitor and supervise staff, develop standards of performance, evaluate performance and make recommendations on disciplinary action if required.
  16. Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
  17. Provide hospital wide, on-call coverage for problems and serious issues after hours and on weekends according to scheduled rotation.
  18. Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
  19. Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
  20. Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
  21. Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
  22. Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
  23. Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
  24. Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
  25. Represent the program on various committees and in meetings as required.
  26. Perform other duties as required. 

 

QUALIFICATIONS

 

EDUCATION AND TRAINING: 

  1. Minimum of a Master’s Degree in mathematics, statistics, data management/analysis, computer science, data science or engineering, or in a related field, from an accredited university.
  2. Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

 

EXPERIENCE: 

  1. Minimum of five (5) years’ management experience, preferably in a health care environment with experience leading data and analytics teams.
  2. Experience with data visualization and business intelligence tools (e.g. PowerBI) is preferred.

 

KNOWLEDGE/SKILLS/ABILITIES: 

  1. Demonstrated proficiency in programming languages including SQL.
  2. Demonstrated knowledge of Machine Learning and AI Familiarity with machine learning algorithms and AI techniques to drive predictive analytics.
  3. Demonstrated knowledge of data platform and design and data management practices.
  4. Demonstrated strong quantitative and analytical skills for analyzing data and identifying insights.
  5. Demonstrated excellent financial acumen with the ability to forecast and develop operational and other budgets.
  6. Demonstrated ability to execute and lead strategic initiatives using process improvement methodology.
  7. Demonstrated strategic business sense with the ability to use judgment in risk assessment.
  8. Demonstrated superior knowledge of the health care system, and its associated trends and issues.
  9. Demonstrated ability to manage complex systems and Human Resources (HR) at the executive level.
  10. Demonstrated ability to foster relationships with internal and external stakeholders.
  11. Demonstrated ability to coach, advise and teach others using the principles of adult learning.
  12. Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
  13. Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
  14. Demonstrated knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.
  15. Ability to use tact and discretion in dealing with health care providers and employees.
  16. Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
  17. Demonstrated superior interpersonal and communication skills, both written and verbal.
  18. Demonstrated commitment to the safety of co-workers and patients.
