KEY FUNCTION:
Plan, lead and oversee HSN’s corporate accounting and financial reporting functions, ensuring the timely and accurate preparation, analysis and integrity of financial information in accordance with applicable professional, regulatory and organizational standards. Provide leadership and oversight for financial reporting, accounting operations, cash flow and treasury management, year-end and external audit activities, tax and other corporate financial requirements, internal controls, and related financial processes. Partner with Finance leadership and internal stakeholders to strengthen financial processes, improve reporting and controls, identify efficiencies, and provide reliable financial information to support organizational decision-making.
REPORTING:
Under the general direction of the Director, Finance.
DUTIES:
- Lead and oversee the preparation, analysis and review of key corporate financial reports within prescribed timelines and according to the specific needs of various stakeholders and various other funding or governing agencies.
- Lead and review the analysis of monthly financial results, including the investigation of material variances, identification of emerging issues and coordination of corrective action or follow-up as required.
- Lead the development, monitoring and ongoing management of HSN’s cash flow forecast.
- Lead, develop and support the Financial Analyst and Junior Accountant team, including workload planning, assignment of Finance-wide priorities and projects, performance development and capacity management.
- Oversee and review balance sheet reconciliations and related financial analysis.
- Lead the financial year-end process, including planning and assignment of year-end requirements, review of reconciliations and professional level working papers, assessment of discretionary accruals, and coordination of information and responses with the auditors.
- Prepare and review the year-end financial statements and other year-end financial and statistical reports.
- Provide support to the Manager, Financial Planning and Program support with the preparation of the annual budget.
- Identify, analyze and report on other significant financial, accounting, cash flow and control issues that may have an impact on the organization; provide financial analysis, alternatives and recommendations to support decision-making.
- Lead and participate in complex Finance initiatives and process improvement projects.
- Ensure HSN is in compliance with the Ontario Healthcare Reporting Standards; encourage and influence organizational compliance to the Ontario Health Care Reporting Standards (OHRS) and provide consultation and educational services to all levels of management to ensure quality financial data is used to inform and support decision making, internally and externally.
- Ensure HSN operates in compliance with Generally Accepted Accounting Principles (GAAP) and internal financial policies
- Manage human resources responsibilities for assigned staff, including workforce planning, recruitment, selection, training and development.
- Provide leadership, coaching and performance management to assigned staff; establish expectations and priorities, monitor performance and workload, and address performance or conduct concerns in accordance with HSN policies and practices.
- Provide oversight and subject matter expertise related to corporate accounting systems and financial reporting processes.
- Oversee the flow of financial information between accounting systems and subsystems and identify opportunities to strengthen data integrity and internal controls.
- Prepare and present financial information, analysis and recommendations to Finance leadership and other internal stakeholders, and provide guidance regarding accounting practices, financial controls, policies and procedures.
- Maintain current knowledge of relevant accounting standards, financial reporting requirements, hospital-sector requirements, legislation, HSN policies and professional practices.
- Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
- Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
- Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
- Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
- Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
- Ensure a safe environment for patients, staff and visitors; investigate, report, debrief and take or direct corrective action as required on incidents.
- Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
- Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
- Represent the department or program on various committees and in meetings as required.
- Perform other duties as required.
QUALIFICATIONS
EDUCATION AND TRAINING:
- Minimum of a four (4) year Bachelor’s Degree in Business Administration or Commerce, from an accredited university.
- Chartered Professional Accountant (CPA) Professional Accounting Designation is required.
- Registration in good standing with the Chartered Professional Accountants of Ontario is required.
- Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.
EXPERIENCE:
- Minimum of five (5) years’ experience working in an Accounting department.
- Financial healthcare experience is preferred.
- Training or recent experience in financial reporting, project management and process improvement is preferred.
KNOWLEDGE/SKILLS/ABILITIES:
- Demonstrated advanced financial analysis, problem solving, and forecasting skills, including the ability to identify financial risks and opportunities, evaluate alternatives and formulate recommendations.
- Demonstrated knowledge of hospital reporting, statistical data, workload measurement systems and key performance indicators.
- Demonstrated knowledge of GAAP, Management Information System (MIS) Guidelines, Ontario Health Care Reporting Standards (OHRS) and relevant hospital funding and reporting requirements.
- Demonstrated ability to prepare and present financial information, analysis and recommendations clearly and effectively to financial and non-financial audiences.
- Demonstrated ability to manage routine correspondence, multiple tasks/projects, diversified workload and rapidly changing priorities and challenging deadlines.
- Demonstrated ability to coach, advise and teach others using the principles of adult learning.
- Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
- Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
- Demonstrated knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.
- Ability to use tact and discretion in dealing with health care providers and employees.
- Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
- Demonstrated superior interpersonal and communication skills, both written and verbal.
- Demonstrated commitment to the safety of co-workers and patients.
