Health Sciences North (HSN) is seeking an innovative individual for the position of Manager, Pharmacy Operations to provide leadership to the Pharmacy Technician and Assistant staff and lead the medication distribution operation for Pharmacy Services at all sites (i.e. automation systems, compounding procedures, quality assurance, drug inventory control, resource allocation, accreditation compliance, data collection, and reporting). They will also organize and coordinate the day-to-day activities of the staff, and schedule on a routine basis, to ensure adequate and consistent service within the operational plan.

 

The ideal candidate will have a minimum of a Pharmacy Technician Diploma from an accredited college and current Certificate of Registration in good standing with the Ontario College of Pharmacists (OCP). We are looking for someone with a minimum of three (3) years’ experience working as a Pharmacy Technician or Senior Technician within a health care environment and a minimum of three (3) years’ working in a leadership/supervisory role, preferably in a health care environment.

KEY FUNCTION

Provide leadership to the Pharmacy Technician and Assistant staff and lead the medication distribution operation for Pharmacy Services at all sites (i.e. automation systems, compounding procedures, quality assurance, drug inventory control, resource allocation, accreditation compliance, data collection, and reporting).

 

REPORTING   

Under the general direction of the Administrative Director, Pharmacy.

 

DUTIES:

  1. Provide leadership and direction to the Pharmacy Technician and Assistant staff across all sites.
  2. Organize and coordinate the day-to-day activities of the staff, and schedule on a routine basis to ensure adequate and consistent service within the operational plan.
  3. Determine and assess the workflow of the Pharmacy department to ensure efficient, accurate, and timely delivery of medications to clinical units and make adjustments as required.
  4. Oversee unit dose production, central IV admixture service, drug distribution systems, and coordinate physical inventories.
  5. Prepare a variety of reports (i.e. quality assurance, statistical, departmental summary, program, and budget reports).
  6. Supervise and assist with data collection and reporting of workload statistics.
  7. Create a culture of employee engagement in continuous quality improvement to address defect, waste, and clinical program concerns in collaboration with Pharmacy Leadership.
  8. Manage staff and patient incident/accident review and resolution including responding to Ministry of Labour site surveillance (follow-up and implementation).  
  9. Oversee the Quality Improvement (QI) activities and the development of policies, procedures and standards of work for distribution processes (i.e. dispensing, robot, packaging, CII safe, and compounding).
  10. Implement all changes to pharmacy operations in collaboration with the team to ensure appropriate training, deployment and monitoring of change sustainment.
  11. Audit critical processes (i.e. best possible medication history (BPMH) completion, vaccine fridge temperatures, proper storage of hazardous drugs, compounding certifications) and oversee the audits on nursing units ensuring they are performed as scheduled.
  12. Ensure maintenance of all requirements for collection and retention of information/pharmacy records (proper dating for destruction and labeling), proper disposal of patient information, create processes required for safe drugs and disposal of medications within the pharmacy, and complete paperwork and transfer for secure storage through the secure chain transfer and perform random audits for compliance.
  13. Develop annual budgets and assume fiscal accountability of the departmental operation according to approved budget.
  14. Manage human resources, which include recruitment, selection, performance management, labour relations and training.
  15. Guide, motivate, monitor and supervise staff, develop standards of performance, evaluate performance and make recommendations on disciplinary action as required.
  16. Coordinate Pharmacy Technician student training experiences and liaise with Colleges for placements.
  17. Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
  18. Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
  19. Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
  20. Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
  21. Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
  22. Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
  23. Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
  24. Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
  25. Represent the department or program on various committees and in meetings as required. 
  26. Perform other duties as required. 

 

 

QUALIFICATIONS

EDUCATION AND TRAINING: 

  1. Minimum of a Pharmacy Technician Diploma from an accredited college.
  2. Current Certificate of Registration in good standing with the Ontario College of Pharmacists (OCP).
  3. Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

 

EXPERIENCE: 

  1. Minimum of three (3) years’ experience working as a Pharmacy Technician or Senior Technician within a health care environment.
  2. Minimum of three (3) years’ working in a leadership/supervisory role, preferably in a health care environment.

 

KNOWLEDGE/SKILLS/ABILITIES: 

  1. Demonstrated understanding of hospital pharmacy systems and interdepartmental issues.
  2. Demonstrated knowledge of HSN policies and procedures, Occupational Health and Safety (OH&S) Regulations, Drug and Pharmacies Regulation Act (DPRA), Controlled Drugs and Substances Act (CDSA), Narcotic Act, Pharmacy Act, Sterile Manufacturing techniques, quality control and assurance procedure, Workplace Hazardous Materials Information System (WHMIS), and the Universal Precautions.
  3. Demonstrated knowledge of Collective Agreements and experience in labour relations.
  4. Demonstrated ability to manage staff performance, and initiate and conduct performance evaluations in accordance with HSN policy.
  5. Demonstrated ability to work cooperatively with team members and other members of the management and technical team.
  6. Demonstrated excellent team-building, analytical, conflict management, negotiation, motivation, and time management skills.
  7. Demonstrated ability to coach, advise and teach others using the principles of adult learning.
  8. Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
  9. Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
  10. Knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.
  11. Ability to use tact and discretion in dealing with health care providers and employees.
  12. Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
  13. Demonstrated superior interpersonal and communication skills, both written and verbal.
  14. Demonstrated commitment to the safety of co-workers and patients.
