KEY FUNCTION:
Evaluate, facilitate, and coordinate access to Ontario Health - Cancer Care Ontario (OH-CCO) funded treatments for all North East Cancer Centre (NECC) patients including all treatments given in the Community Oncology Clinic Network (COCN). Monitor eligibility criteria and adjudicate reimbursement from funding programs. Communicate and coordinate patient treatment between the Medical Oncologists and the COCN sites.
REPORTING:
Under the general direction of the Manager, Systemic Treatment.
DUTIES:
- Arrange for provincial funding via OH-CCO and ‘Out of Province Coverage’ for patients receiving treatment at the NECC and COCN outreach sites.
- Determine if patient meets OH-CCO eligibility requirements for for the New Drug Funding Program (NDFP) and Systemic Treatment- Quality Based-Procedure (ST-QBP) funding for intended treatment.
- Track status of funding and prior approval requests with OH-CCO and coordinate submissions of information as required; provide Medical Oncologists with approvals/denials when received.
- Attend COCN locations and perform facility checklists to verify site trainer is following proper steps in accordance with OH-CCO Regional Modules of Care for Systemic Treatment: Standards for the Organization and Delivery of Systemic Treatment.
- Document and ensure doses and cycles meet the funding approval requirements; provide E-claims reports to the Finance and Pharmacy departments on a monthly basis.
- Run reports to ensure treatments have been closed out and completed properly by the satellites for reimbursement; clear patient treatment schedules and discontinue careplans as required.
- Follow the request for direction process for COCN and advise medical oncologist of any patient toxicity reports sent by COCN supervising physicians.
- Receive requests to process treatment orders ensuring patients meet funding and treatment parameters via quality assessment prior to sending orders to COCN outreach site; assist with dose rounding to minimize wastage at the satellite sites.
- Facilitate access to prescriptions for medication in accordance with standards of work and/or medical directives.
- Adjust dates of treatment orders in patient profile as directed.
- Liase with drug representatives to remain current on the status of Health Canada/OH-CCO approvals for newly approved indications treatment regimens and learning opportunities.
- Provide assistance to COCN pharmacy technician trainers as required.
- Provide and maintain training manuals/modules to outreach sites hazardous compounding personnel and trainers.
- Maintain Safe Handling/Post tests and Hazardous/Cytotoxic Spill Assessment and Accidental Exposure modules as provided by the Safe Handling of Hazardous Drugs Committee.
- As part of a team, attend and provide support for new site setups as required.
- In collaboration with the Nurse Clinician, provide orientation training for new staff such as clinic nurses, Oncologists and COCN pharmacists as required.
- Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
- Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
- Educate and promote health, safety and wellness in the work place.
- Represent the department or program on various committees and in meetings as required.
- Perform other duties as required.
QUALIFICATIONS
EDUCATION AND TRAINING:
- Minimum of a graduate from an accredited Pharmacy Technician Program.
- Registeration with the Ontario College of Pharmacists (RPhT) is required.
- BCE Pharma Quess 360 Program Certification or willingness to obtain is required.
- Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.
EXPERIENCE:
- Minimum of two (2) years’ related Oncology experience.
- Minimum of two (2) years’ recent experience as a Pharmacy Technician.
- Experience in New Drug Funding Program and Systemic Treatment Quality Based Procedure and E-claims system is preferred.
- Experience in staff training and in completing facility and staff skill competency assessments is preferred.
- Experience working with regional partners is preferred.
KNOWLEDGE/SKILLS/ABILITIES:
- Demonstrated knowledge of Ontario Health Cancer Care Ontario and New Drug Funding Program.
- Demonstrated knowledge of OH-CCO Models of Care and National Association of Pharmacy Regulatory Authorities (NAPRA) standards and Safe Handling of Hazardous Drugs.
- Demonstrated knowledge of the E-claims system.
- Demonstrated excellent mathematical/pharmaceutical calculation skills.
- Demonstrated excellent interpersonal and communication skills.
- Demonstrated knowledge of NAPRA standards, ASSTSAS, USP 797, USP 800 and Ontario Health-Cancer Care (OH-CCO) Safe Handling of Cytotoxics.
- Demonstrated training, experience or utilization of lean methodology for process improvement.
- Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
- Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
- Demonstrated effective time management and organizational skills with the ability to organize and prioritize as required.
- Demonstrated discretion and maturity when handling confidential information.
- Demonstrated commitment to the safety of co-workers and patients.
- Demonstrated knowledge of Medical Terminology.
- Demonstrated excellent judgment and proven analytical skills.
- Demonstrated knowledge of current trends in general health care and community resources.
