Health Sciences North (HSN) is seeking an innovative individual for the position of Project Manager, IT Project Management to act as the link between eHealth Strategy and Execution (e.g. local, regional, provincial, or national strategy). Ensure the timely, efficient, and quality implementation of Information Technology (IT) systems and services, utilizing project management best practices.
The ideal candidate will have a Minimum of a four (4) year Bachelor’s Degree in a Computer Science or Health Administration field, from an accredited university or equivalent.
Minimum of five (5) years’ experience managing/leading enterprise-level projects across the full development or deployment lifecycle. Candidates that possess training or recent experience working in a healthcare environment and successful project management delivery is are preferred.

KEY FUNCTION:
Act as the link between eHealth Strategy and Execution (e.g. local, regional, provincial, or national strategy). Ensure the timely, efficient, and quality implementation of Information Technology (IT) systems and services, utilizing project management best practices.
REPORTING:
Under the general direction of the Director, Informatics.
DUTIES:
- Define the scope of a project in collaboration with project stakeholders.
- Develop and execute integrated project plans, and ensure accurate and appropriate deliverables, milestones, resources, inter-project dependencies, and progress reporting.
- Compose proposals for funding with supporting business cases.
- Determine the objectives and measures against which a project will be monitored and evaluated at its completion.
- Determine the resources (e.g. time, money, and equipment) required to complete a project.
- Apply change, improvement, and project management principles and practices in setting goals, policies, procedures, targets, and timelines for each project.
- Coordinate resources to ensure that project tasks are completed on time and within budget.
- Manage project budget, authorize purchases, and prepare financial reports.
- Promote and support compliance to policies and standards, including privacy, security, architecture, and project management best practices.
- Support project team members in their use of project management methodology and the promotion of and contribution to the project management knowledge, practices, tools, and templates within IT.
- Act as an administrator for IT project portfolio management software.
- Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
- Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
- Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
- Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
- Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
- Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
- Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
- Represent the department or program on various committees and in meetings as required.
- Perform other duties as required.
QUALIFICATIONS
EDUCATION AND TRAINING:
- Minimum of a four (4) year Bachelor’s Degree in a Computer Science or Health Administration field, from an accredited university or equivalent.
- Current Certificate as a Project Management Professional (PMP) is preferred.
- Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.
EXPERIENCE:
- Minimum of five (5) years’ experience managing/leading enterprise-level projects across the full development or deployment lifecycle.
- Training or recent experience working in a healthcare environment is preferred.
- Training or recent experience with successful project delivery is preferred.
KNOWLEDGE/SKILLS/ABILITIES:
- Demonstrated ability to integrate and manage several related plans to support effective project delivery across a large and diverse portfolio.
- Demonstrated knowledge of the Canada Health Infoway, Ontario eHealth Blueprints, and Change Management Theories.
- Demonstrated ability to proactively resolve scope, cost, and scheduling issues.
- Demonstrated ability to manage cross-functional project teams in a matrix environment, and develop and maintain productive working relationships with both internal and external stakeholders.
- Demonstrated superior knowledge of Eclipse Project Portfolio Management (PPM).
- Demonstrated ability to adapt to rapid changes in technical and organizational settings.
- Demonstrated excellent presentation skills.
- Demonstrated ability to coach, advise and teach others using the principles of adult learning.
- Demonstrated training, experience or utilization of lean methodology for process improvement.
- Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
- Knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.
- Ability to use tact and discretion in dealing with health care providers and employees.
- Demonstrated excellent computer skills with proficiency in Microsoft Office software, e.g. Word, Excel, Power Point and Outlook and patient information systems.
- Demonstrated superior interpersonal and communication skills, both written and verbal.
- Demonstrated commitment to the safety of co-workers and patients.
