KEY FUNCTION:
Provide clinical and administrative management of the North Eastern Medical Genetics Program (NEO-MGP) and administrative management of the Northern Regional Genetics Program (NRGP). Plan, develop, disseminate, implement, and evaluate activities with the Manager to achieve the objectives of the NEO-MGP and NRGP based on patient needs and provincial guidelines in accordance with HSN and NECC’s strategic plans.

 

REPORTING:
Under the general direction of the Clinical Manager, Supportive Care Oncology & Regional Genetic Services.

 

DUTIES:
1. In collaboration with the Manager, create and implement annual program goals/objectives that align with HSN’s Strategic Plan, the Regional Cancer Plan, the Ontario Cancer Plan and the work of the Ontario Health Provincial Genetics Program.
2. Oversee operational plans for the NEO-MGP activities, goals, and objectives; provide contingency and adjustment plans.
3. Participate, contribute and provide leadership on local, regional and provincial committees/working groups to support medical genetics representation and advocacy for the North East Region.
4. Lead and direct the planning and organization of day-to-day departmental operations to ensure adequate and consistent service; determine and assess workflow and make adjustments as required.
5. Collaborate with the Clinical Advisor (i.e. Medical Geneticist) to determine service delivery needs and standards; ensure human and material resources are in place for the region.
6. Lead and direct a plan to ensure execution of in-person and virtual medical geneticist clinics.
7. Act as a primary liaison with HSN genomics laboratory.
8. Establish and maintain partnerships with key industry experts, academic institutions, and research organizations to enhance the program’s reputation and promote collaborative research efforts.
9. Develop and maintain strong relationships with referring physicians, ensuring effective communication and collaboration for optimal patient care and outcomes.
10. Assist with the development of the annual budget and assume fiscal accountability of the departmental operation according to approved budget.
11. Ensure service delivery is in accordance with evidence, best practices, policies, and delegated responsibilities.
12. Develop, implement, formulate, and maintain processes and plans to ensure patient/client/consumer satisfaction, safety, and privacy in the NEO-MGP.
13. Ensure the content and standards of educational and promotional material developed and disseminated by the NEO-MGP is factual and evidence-based.
14. In collaboration with the Manager, manage human resources which include: recruitment, selection and training; performance, attendance, health and safety, and quality of work life.
15. Guide, motivate, monitor and supervise staff, develop standards of performance, evaluate performance and make recommendations on disciplinary action as required.
16. Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
17. Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
18. Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
19. Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
20. Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
21. Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
22. Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
23. Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
24. Represent the department or program on various committees and in meetings as required.
25. Perform other duties as required.

 

QUALIFICATIONS
EDUCATION AND TRAINING:
1. Minimum of a Bachelor of Science from an accredited university.
2. A Master’s Degree in Genetic Counselling is preferred.
3. Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

 

EXPERIENCE:
1. Five (5) years’ experience working in clinical genetics is preferred.
2. Two (2) years’ working in a leadership/supervisory role within a health care environment is preferred.
3. Training or recent experience with clinical process development is preferred.

 

KNOWLEDGE/SKILLS/ABILITIES:
1. Demonstrated superior knowledge of Human Genetics as it applies to Medical Genetics is preferred.
2. Demonstrated superior knowledge of ethical issues related to Medical Genetics is preferred.
3. Demonstrated superior leadership, problem-solving, critical thinking, organizational, and human resources management skills.
4. Demonstrated ability to coach, advise and teach others using the principles of adult learning.
5. Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
6. Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
7. Demonstrated knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.
8. Ability to use tact and discretion in dealing with patients, health care providers and employees.
9. Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
10. Demonstrated superior interpersonal and communication skills, both written and verbal.
11. Demonstrated commitment to the safety of co-workers and patients.
