HSN is seeking an experienced, talented clinical leader for the position of Vice President, Mental Health, NEO Kids, Women’s Health and Social Accountability with a proven track record of building successful teams and partnerships to ensure the delivery of high-quality care and outstanding patient experiences. Under the leadership of the President and Chief Executive Officer, this leader will be a system thinker and excellent communicator with the ability to plan and implement change, and creatively achieve results. They will possess the skills and credibility to inspire a division of 1,300 employees, earn the trust of medical staff, local and regional partners, Ontario Health and colleagues from over 20 partner hospitals, while managing a budget of $125 million. The Vice President, Mental Health, NEO Kids, Women’s Health and Social Accountability leads the divisions of Mental Health and Addictions, NEO Kids, Family and Women’s+, Pharmacy, Laboratory and Pathology services, Ethics, Spiritual and Religious Care, and Infection Prevention and Control at HSN. The Vice President also serves as the President of the Sudbury Vascular Laboratory where they, under the general direction of the Board, have the responsibility for the general management and direction of the business.

 

The ideal candidate will have the appropriate balance of education, experience, demonstrated knowledge and personal attributes required for the role, as well as will bring VP/Director level experience from a hospital setting, and will be bilingual in English and French. KEY FUNCTION:

Provide oversight, strategic leadership and promote innovation and quality patient and family-centered care for the delivery of clinical and academic services, for the Mental Health and Addictions Program, NEO Kids, Family and Women’s+ Program, Pharmacy, , Laboratory and Pathology services, Ethics, Spiritual and Religious Care and Infection Prevention and Control.

 

REPORTING:

Under the general direction of the President and Chief Executive Officer.

 

DUTIES:

  1. Participate as a member of the Senior Leadership team in HSN’s strategic planning and deployment process, and in the establishment of the purpose, commitments, values, and standards of performance for hospital-wide application.
  2. Provide organizational leadership to HSN’s strategic plan to enable the ongoing sustainability of improvement in care processes and clinical best practices in patient care.
  3. Provide system and local leadership on priority initiatives (e.g. Mental Health and Addictions Centre of Excellence Oversight Council, Regional Ontario Health Teams etc.).
  4. Participate in and provide guidance to provincial and regional task forces and working groups regarding the development of provincial guidelines, standards, initiatives and implementation plans in the area of mental health and addictions, pediatric care and clinical services.
  5. Establish and maintain collaborative relationships with key community mental health stakeholders; align partnerships with program and community needs.
  6. Provide organizational leadership to HSN strategic plan priorities with focus on Social Accountability goals and outcomes.
  7. Jointly appoint and oversee medical leaders responsible for clinical quality improvement programs in the areas of mental health and addictions, pediatrics, and clinical services.
  8. Oversee service capacity planning in all aspects of the portfolio with particular focus on capital planning for pediatric care, mental health and addictions, and clinical services as identified in the HSN strategic plan.
  9. Identify and recommend actions to address regional trends and issues, including horizon scanning to identify emerging challenges and manage issues as required.
  10. Facilitate patient and family involvement in committees and other initiatives for planning and evaluating activities and services. 
  11. Oversee the quality of service delivery at HSN in mental health and addictions, pediatric care, and clinical services, in all dimensions of quality.
  12. Champion provincial quality standards and promote their application at the point of care, through dissemination and compliance monitoring; re-align resources and ensure participation of partner hospitals/agencies to achieve improvement as required.
  13. Ensure data is submitted to Ontario Health, Ministry of Health, Ministry of Children, Community and Social Services and other funders according to expected data reporting standards and expected use of funding.
  14. Act as an Advisor to Health Sciences North Research Institute (HSNRI) to enhance the Institute’s research agenda, strategy, and operations; provide advice on policies and the approach to advancing current research priorities of mental health and addictions aligned with Research Chairs and HSN strategy / program level priorities; assist in the development of long-term goals and objectives for the Institute, identify funding support, network and foster collaboration with other institutions, participate in the evaluation of research proposals, and consult on the integration of research and clinical practice.
  15. Provide strategic advice related to workforce planning including Medical Human Resources planning.
  16. Identify, report and evaluate risks within program areas of responsibility and implement measures to monitor and mitigate risks.
  17. Advocate on behalf of the broader health care system to identify issues that are associated with HSN’s goals in delivering safe, high quality and equitable care across the system and within the organization.
  18. Develop annual budgets and assume fiscal accountability of the portfolio of programs according to approved budget.
  19. Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
  20. Participate in the accreditation process and work to ensure that the portfolio and HSN achieve, maintain and continually improve upon their accredited status.
  21. Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
  22. Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
  23. Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
  24. Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
  25. Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
  26. Ensure a strong relationship with the Chiefs of Obstetrics/Gynecology/Midwifery, Pediatrics and Psychiatry and advise HSNRI on ways to grow its research efforts including for pediatrics and mental health and addictions.
  27. Support the relationship with the HSN Foundation.
  28. Represent the hospital on various committees and in meetings as required.
  29. Perform Senior Leadership on-call duties as scheduled.
  30. Perform other duties as required.

 

QUALIFICATIONS

EDUCATION AND TRAINING:

  1. Minimum of a Master’s Degree in Health, Business, Nursing Administration, or in a related field from an accredited university.
  2. Current Certification of Registration in good standing with an applicable regulatory college is required.
  3. Current Certificate of Registration with the Canadian College of Health Leaders (CCHL) is preferred.
  4. Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

 

EXPERIENCE:

  1. Minimum of five (5) years’ experience working in a senior management role within a large multi-specialty clinic, acute health care facility, or in a large multi-specialty health care environment.
  2. Experience in leading and implementing initiatives in a program management context.
  3. Experience in the development, implementation and evaluation of best practice quality and safety initiatives.
  4. Experience in leading successful change in patient-centred care delivery through leadership of others to meet organizational goals.
